HARRISON COUNTY LANDFILL COMMISSION MEETING MINUTES September 13th, 2023 The HCLC regular meeting was called to order at 6:30 p.m., September 13th, 2023 by Vice Chairman Mike Anderson. Roll call showed Representatives: Kerger, Rife, Breyfogle, O’neill, Woodward and Solid Waste Mgr. Hinkel. Rep. Ortiz joined by telephone. Item #1) Consent of agenda. Motion was made by Breyfogle and seconded by Woodard to approve the agenda. 7 ayes. Item #2) Review of the Meeting Minutes, from 8/9/23. Motion was made by Kerger and seconded by Oniell to approve 8/9/23 meeting minutes. 7 ayes Item #3) The budget and claims were reviewed. The board went through the bills submitted for the month and the checking and savings accounts. Motion was made by O’Neill and seconded by Breyfogle to approve the budget and claims. 7 ayes Item #4) was for Questions/Concerns/Misc. Information that the Representatives or Hinkel has: There was nothing to report for the month. Rep. Rife suggested that the HCLC use the Missouri Valley Times as the official publication for the Landfill. Member Oniell shared with the board that he came out to the landfill to see the baler operate. He was pleased with how the machine preformed and how it complimented the recycling operation. Item #5) Report – Drop-Box Recycling Reports – Misc. Information/New Articles were looked at. Item #6) EMS report – Hinkel briefed the board on the proposed EMS grant projects for the FY 2024. Proposals for LED lighting, new Recycling containers that store plastic bags, a conveyor to sort recycling material and a mobile loading dock to load recycling bales on to a semi trailer. Item #7) Bid for retaining wall at the scale. CJ’s future’s had the low bid of $6,300 to install a retaining wall and walk way between the scale and the office. This project will make the walk from the scale and the office safer by eliminating a step. It will also help keep soil from washing under the scale. 7 ayes Item #8) Purchase of a rebuilt CAT compactor to be used in the landfill. Ortiz motioned to purchase the 826h compactor from Best Equipment for $489,910. Rife seconded. The machine should be ready in 120 days. 7 ayes Item #9) Change commission meeting from 6:30 to 7:00pm. Rife motioned to make the time change for commission meetings. Oneill seconded. 7ayes Motion to adjourn at 7:18p.m. by Breyfogle and seconded by Ortiz. 7 ayes.
