Harrison County Supervisors Meeting April 14, 2022 Chairman Walter Utman called the meeting to order with members John Straight and Tony Smith in attendance. The tentative agenda was approved on a motion by Straight, second by Smith. Unanimous approval. Previous minutes were approved on a motion by Straight, second by Smith. Unanimous approval. Attendance: Auditor Susan Bonham, Brian Rife, Paul J. Rhoten, Jeremy Butrick. Willow Lake Nature Center Conservation Director Scott Nelson asked the Board for a letter of support for the CAT grant. Motion to approve by Straight, second by Smith. Unanimous approval. Director Nelson reviewed other possible grant/funding sources for the new nature center that will be sought after. Storm Damage EMA Director Philip Davis updated the Board on the storm damage from Tuesday night. Some individuals have already reported damage to out buildings. Citizens can self report using the link on EMA’s facebook page or by calling the EMA office in Logan. IT Coordinator IT Coordinator Kris Pauley had earlier informed the Board that she plans to retire in July and the Board would need to find a replacement of her IT duties. Smith commented that he would like to see those additional duties be given to the GIS Coordinator. Both Pauley and Auditor Bonham were recommending Emily Allmon be appointed to this position. Computer vendor “Solutions” said Emily is much more apt to accept and learn from her experiences, would make good IT decisions for all offices, and would make a great replacement for Kris. Straight made the motion to appoint Emily Allmon as IT Coordinator for FY23 at the same rate of pay, second by Utman. Vote: Utman & Straight – aye. Smith – nay. Motion carried. Engineer County Engineer Steven Struble met with the Board. Project updates include: Taylor #12 Bridge Replacement on F-50 over Allen Creek – The subcontractor has installed the culverts at the SE and NE quadrant thru the levee dikes. When they excavated down to the waterline elevation to install the NE culvert, they hit and cut the newly installed fiber optic cable. The Windstream engineer and local technician have told the County that hitting the cable was clearly not our fault or our contractor’s fault. Windstream’s installation plans for their FO contractor clearly show that the bore was to be 10’ below the creek. The subcontractor hit the line at about one foot above the creek elevation. Boyer River Bridge, Jefferson #1 on Parker Trail & 231st Street – County staff has had several discussions on how to proceed with the 231st Street grading in the most economical and efficient manner. Struble wants to minimize the wear and tear on the trucks. Off-road hauling is very hard on class B trucks. HMA Patching on F-50 between I-29 & L-20 – HMA pavement patching project started on Monday. County is inspecting. Failed Timber Cattle Crossing Under F-58 east of 3541 296th St – The landowner has given the county permission to operate in his cornfield on both sides of the road to push the pipe and fill the void. No digging is allowed in the fields. Blades are out working on the rock roads this week. The trucks are stockpiling rock out of Schildberg’s and gravel out of Lake View. Crews are finishing cleaning ditch and covering the 9’ culvert on 112th Trail, cleaning the ditch on Waldorf Ave and Toledo Ave, and repairing hole in cross pipe on Quentin Trail. Brush cutting and clearing trees on Loess Hills Trail, in territory #5, Troy Trail and 194th Street. Some of the crew members were called out to remove debris from Tuesday night’s storm. Motion to approve the Secondary Roads Five-Year Construction Program for FY23 by Smith, second by Straight. Unanimous approval. Supervisor Comments – Smith noted that he attended the Landfill meeting with no issues to report. With business of the day completed, the Board adjourned on a motion by Straight, second by Smith. Unanimous approval.
