Harrison County Supervisors Meeting February 23, 2023 Chairman John Straight called the meeting to order with members Tony Smith and Brian Rife in attendance. The tentative agenda was approved on a motion by Rife, second by Smith. Motion carried. Attendance: Auditor Susan Bonham, Paul J. Rhoten, David Weigelt, Lary Clark, Steve Struble Health Insurance Deputy Auditor Megan Reffett met to report the insurance committee’s recommendation for the county’s insurance plans for the 2023-24 year. Also present were Treasurer Shelia Phillips, Conservation Director Scott Nelson, Recorder Felicia Geith, and Assessor Emily Allmon. The recommendation included staying with the current health insurance plan and dental plan, and change the vision plan to Ameritas. The county’s portion of the premiums will be built into the FY24 budget. Fiscal Sponsor Conservation Director Nelson requested the Board to be the fiscal sponsor of their grant to the Harrison County Community Foundation if the grant is successful. Motion to approve by Smith, second by Rife. Motion carried. Orson Streets/Alleys Lary Clark met with the Board to discuss the possibility of vacating the unused streets/alleys within Orson. The Board will discuss it with the County Attorney. Handwritten Warrant A handwritten warrant to US Bank in the amount of $7,790.54 was approved on a motion by Rife, second by Smith. Motion carried. Engineer County Engineer Steven Struble met with the Board to review project updates: Jefferson #1 Bridge over Boyer River on Parker Trail – Contractor has moved in and begun work on this project. Douglas 13 Bridge Replacement Project on Tama Trail -- The SWCD commissioners are being encouraged to endorse the letter signed by the Board to keep the project local and on the fast-track. Taylor #12 Bridge on F50 over Allen Creek – Preconstruction conference was held last Tuesday. IDOT has moved the project into finalization phase without receiving the last few materials certifications. County is still holding $30,000 of the contractor’s retainage money and $3,000 for work completed but not paid due to incomplete documentation. Truck plows went out at 7 a.m. yesterday to salt/sand where needed. They made two more rounds yesterday afternoon and went out at 6 a.m. this morning. The Board reviewed and signed the application to RPA-18 for Federal funds for asphalt overlay on Easton Trail for FY2027 on a motion by Rife, second by Smith. Motion carried. The proposed Secondary Roads Personnel Policy book was discussed. FY24 Budget The Board worked on the fy24 budget. Claims Claims, as presented, were stamped for approval. With business of the day completed, the Board adjourned on a motion by Rife, second by Smith. Motion carried. Smith made the motion to approve the tentative agenda with the removal of discussion of vacation of Orson streets/alleys and approving the handwritten warrant to US Bank, second by Rife. Rhoten, County Attorney Jennifer Mumm, David Weigelt Fy 24 Budget County Attorney Jennifer Mumm and Assistant County Attorney Ashley West-Joons reviewed the County Attorney’s budget request for fy24. Handwritten Warrant Auditor Bonham requested the Board to allow her to write a handwritten warrant to US Bank next week since the Board will not be meeting. Motion to approve by Rife, second by Smith. Motion carried. Liquor License A new liquor license for Calvary Falls, LLC was approved on a motion by Smith, second by Rife. Motion carried. A liquor license renewal for Twisted Tail was approved on a motion by Rife, second by Smith. Motion carried. Communication Agreement A communications system agreement between Harrison County and Harrison County E911 Service Board was approved on a motion by Rife, second by Smith. Motion carried. HVAC Repairs The Board approved a $2,797 quote from Control Services for repairs to a HVAC unit on a motion by Rife, second by Smith. Motion carried. FY24 Budget The Board set Thursday, March 30th at 10:00 a.m. for the public hearing on the maximum levy notice on a motion by Rife, second by Smith. Motion carried. Engineer County Engineer Steven Struble met with the Board. Tim Collison and Terry Oloff were also in attendance. Engineer Struble handed out the newest revision of the proposed Secondary Roads Personnel Policy book. The Board needed time to review the proposed changes and suggested the Secondary Roads employees review the book also. Project updates included: Jefferson #1 Bridge over Boyer river on Parker Trail – contractor is removing the old Bailey Truss bridge one section at a time. Douglas 13 Bridge Replacement Project on Tama Trail – Engineer Struble will be meeting with Assistant State Conservationist, Harrison County Conservationist and Jim Tremel next week to review and discuss our plans to modify the concrete headwall on the 14’ diameter culvert. Supervisor comments included discussion on the pipeline legislation. With business of the day completed, the Board adjourned on a motion by Smith, second by Rife. Motion carried.
