Harrison County Supervisors Meeting June 23, 2022 Chairman Walter Utman called the meeting to order with members John Straight and Tony Smith in attendance. The tentative agenda was approved on a motion by Straight, second by Smith. Unanimous approval. Previous minutes were approved on a motion by Straight, second by Smith. Unanimous approval. Attendance: Deputy Auditor Elizabeth Lenz, Assessor Clerk, Rashelle Wohlers, County Engineer, Steve Struble, Zoning Administrator, Matt Pitt, Paul J. Rhoten, Gina Rabb, Robert Rabb, Kylie Rabb, Jimmie L. Miller, Jr., Bobby Spencer. FY23 Appropriations The Board approved the following resolution on a motion by Smith, second by Straight. Unanimous approval. WHEREAS, it is desired to make appropriations for each of the different officers and departments for the fiscal year beginning July 1, 2022 in accordance with Section 331.434, subsection 6 Code of Iowa, THEREFORE, be it resolved by the Board of Supervisors of Harrison County, Iowa, as follows: Section 1: The amounts itemized by department or office are hereby appropriated. Section 2: Subject to the provisions of other county procedures and regulations, and applicable state law, the appropriations authorized under Section 1 shall constitute authorization for the department or officer listed to make expenditures or incur obligations from the itemized fund, effective July 1, 2022. Section 3: In accordance with Section 331.437, Code of Iowa, no department or officer shall expend or contract to expend any money or incur any liability, or enter into any contract which by its terms involves the expenditure of money for any purpose in excess of the amounts appropriated pursuant to this resolution. Section 4: If at any time during the 22/23 budget year the auditor shall ascertain that the available resources of a fund for that year will be less than said fund's total appropriations, said auditor shall immediately so inform the Board and recommend appropriate corrective action. Section 5: The auditor shall establish separate accounts for the appropriations authorized in Section 1, each of which account shall indicate the amount of the appropriation, the amounts charged thereto, and the unencumbered balance. The auditor will report the status of such accounts to the applicable departments and officers (monthly) during the 22/23 budget year. Section 6: All appropriations authorized pursuant to this resolution lapse at the close of business June 30, 2023. Drainage Assessments The 2022 assessments were set as follows: District, % Levied Cobb Creek 149% Coe Sub 46% Cut Off Lake 104% Ehlert 414% Euclid 69% Fisher 143% Grimes 20% H & C 15% Lateral A 16% Mills 61% Roadifer Pumping 33% Soldier Valley 50% Upper Soldier #1 200% On a motion by Smith, second by Straight, the above assessments were unanimously approved. GIS Position Tony Smith passed out a draft of a job description for the GIS position and asked the other board members to review and make any changes before the next meeting so that they may discuss it and finalize the draft. Engineer County Engineer Steven Struble met with the Board. Project updates included: Taylor #12 Bridge—The paving of the concrete approaches are scheduled to begin Tuesday, June 28, 2022. Boyer River Bridge, Jefferson #1 on Parker Trail—The low bid for this project was Dixon Construction of Moville in the amount of $1,595,719.15. 231st Street Grading—The grade is improving and should be in good shape by the time Dixon Construction begins work. Rock is being added as needed. Bridge Deck Patching and Abutment Repair—Deck repairs on the Soldier River Bridge on K-45 are complete. Signs will be posted for 80,000 lb. maximum loads to help extend the life of the bridge. 194th Street HMA Overlay FM_CO43 (91)-55-43—Western Engineering will finish the final Hi-Pro surface 8.74 miles of mainline on 194th and Morgan Avenue either today or tomorrow. HMA Patching for Various Sites—Quotes are due back from contractors on June 30 for our asphalt patching work at various locations. Melody Oaks Surfacing Project—Trees marked by the development council president were reviewed. Removing these trees will be a great improvement to the maintenance of the road. A tree service will need to be hired. Duane McDonald’s Washington #2 Bridge over Mosquito Creek on 280th Street—Preliminary research and design will be done then options will be discussed with all parties involved. FY2023 Salary Resolution A resolution was unanimously passed on a motion by Smith, second by Straight, to increase the salaries of the Secondary Road engineering and administrative non-union staff by 3.25%. Zoning Public Hearings Chairman Utman opened the zoning public hearing as advertised. Zoning Administrator Matt Pitt reviewed the following requests: 1. A zoning request from Dillon & Alisha Neumann 12.75 acres from R-1 Rural Residential to B-1 Rural Business on property located in the NW corner of the NW ¼ of the SE ¼ of Section 10-78-43. Several written and oral comments were received, which the Board reviewed. Motion to close the public hearings was made by Smith, second by Straight. Unanimous approval. Motion to deny Dillon & Alisha Neumann’s request was made by Smith, second by Straight. Unanimous approval. Those in attendance asked what they were to do if the current property owners continue to race dirt bikes even though they are not zoned as a business. The first recourse is to report to Matt Pitt whom can then issue a nuisance complaint. They thanked Mr. Pitt and the Board for their time.
