Harrison County Supervisors Meeting June 30, 2022 Chairman Walter Utman called the meeting to order with members Tony Smith and John Straight in attendance. The tentative agenda was approved on a motion by Straight, second by Smith. Unanimous approval. Previous minutes were approved on a motion by Smith, second by Straight. Unanimous approval. Attendance: Auditor Susan Bonham, Paul J. Rhoten, Brian Rife Cash Count The Board counted cash in the Recorder’s and Treasurer’s offices. Unanimous approval. GIS Position The Board reviewed the tentative job description and discussed hiring an outside firm to assist with the filling of this position. Change in FY22 Appropriations The Board approved the following changes in FY22 appropriations on a motion by Straight, second by Smith. Unanimous approval. The recount board counted one additional vote for Matt W. Windschitl for State Representative District 15 (Rep) for total votes in Harrison County to 1,215, no change to Rebecca Wilkerson’s vote total of 437, no change to scattering write-in votes at 4 votes, and decreased the undervotes by 1 to 33. An undervote is when the voter did not vote for anyone in that particular race. Auditor Bonham acknowledged that the hand counted results confirm the ballot scanners do count the ballots correctly. The Board approved the amended canvass and abstract on a motion by Smith, second by Straight. Unanimous approval. Vehicle The Board approved the sealed bid from Monona County in the amount of $25,007 for the Chevy Equinox owned jointly by Harrison, Monona and Shelby counties for use by the Substance Abuse department on a motion by Straight, second by Smith. Unanimous approval. Outstanding Warrants The Board approved canceling outstanding warrants over one year old on a motion by Smith, second by Straight. Unanimous approval. Engineer County Engineer Steven Struble updated the Board on the following projects: Taylor #12 Bridge Replacement on F-50 over Allen Creek – Paving subcontractor poured the cement concrete 8” pavement yesterday for all expect the two 70’ reinforced sections abutting each end of the bridge. Bridge Deck Patching and Abutment Repair – Deck repairs on the Soldier River Bridge on K-45 are complete. The spalled chuckholes in the deck have been repaired. Engineer Struble will delay his request for a couple of months to establish post load limits on the Soldier River bridge on K-45 due to bridge condition after discussing the situation with a couple of grain haulers who indicated they would help light a fire under IDOT administration and to get the Farm Bureau lobbyists to help convince IDOT to allow annual permitting to run their over-80,000 lb trucks on I-29 at least in this area. 194th Street HMA Overlay, FM-CO43(91)—55-43 – Contractor will finish the final Hi-Pro surface 8.74 miles of mainline on 194th and Morgan Avenue very soon. Melody Oaks Surfacing Project – County crew reviewed the trees marked for removal by the development council president. Jefferson #1 Bridge The Board awarded low bidder Dixon Construction in the June 21st letting (in Ames) for the Jefferson #1 bridge replacement project on Parker Trail over Boyer River and to pass a resolution to direct the County Engineer to execute the construction contract online with Dixon Construction for $1,595,719.15 on a motion by Smith, second by Straight. Unanimous approval. Install/Remove Stop Signs The Board approved installing a stop sign on Parker Trail – northbound on Parker Trail at 231st Street and to remove a stop sign on 231st Street – westbound on 231st Street at Parker Trail on a motion by Smith, second by Straight. Unanimous approval. With business of the day completed, the Board adjourned on a motion by Straight, second by Smith. Unanimous approval.
