Harrison County Supervisors Meeting May 5, 2022 Chairman Walter Utman called the meeting to order with members John Straight and Tony Smith in attendance. The tentative agenda was approved on a motion by Straight, second by Smith. Unanimous approval. Previous minutes were approved on a motion by Smith, second by Straight. Unanimous approval. Attendance: Auditor Susan Bonham, Paul J. Rhoten, David Weigelt Transfer The Board approved the transfer of $500,000 from Fund 01012 ARPA to Fund 30110 Capital Projects on a motion by Straight, second by Smith. Unanimous approval. Handwritten Warrant The Board approved a handwritten warrant to US Bank in the amount of $6,354.67 on a motion by Smith, second by Straight. Unanimous approval. Soldier Valley Drainage District A petition by Herb Sampson to place two 6” drain tiles in the Old Soldier ditch was approved unanimously on a motion by Smith, second by Straight. All costs will be paid by the petitioner as will any future maintenance. FY22 Budget Amendment The Board set a public hearing date for Thursday, May 26th at 9:00 a.m. for the FY22 budget amendment on a motion by Smith, second by Straight. Unanimous approval. Engineer County Engineer Steven Struble met with the Board to review the following project updates: Taylor #12 Bridge Replacement on F-50 over Allen Creek – The bridge is complete and the earthwork subcontractor has made good progress on the ditches and entrance pipes into Allen Creek. County crew will be attempting to remove the asphalt from the existing pavement before the contractor begins removing and stockpiling the PCC roadway material. Allen #3 Bridge on Laredo Avenue – County crew has completed the approach roadway to the bridge from the north. Surfacing was applied last week on the north side, but rain has prevented any work on the south. The blade men have been working on equipment, patching on Morgan Avenue, 194th Street and other seal coats, and blading rock roads when fit. The trucks have been stockpiling rock from Schildberg’s and spot rocking. Engineer Struble discussed FY23 secondary roads’ wages. The union contract states a 3.25% increase for FY23. No interest in opening up the union contract to re-negotiate wages. The Board approved a farm to market voucher for Sundquist Engineering in the amount of $391 on a motion by Smith, second by Straight. Unanimous approval. The Board approved the temporary road closure of F-66, also known as 335th Street, for bridge repair beginning on May 2, 2022 and continuing until approximately May 20, 2022. The closure shall take effect when signs are erected and shall remain in effect until the construction is completed and signs are removed. Motion by Straight to approve, second by Smith. Unanimous approval. The Board set a letting date of Thursday, May 26th at 9:30 a.m. for the Melody Oaks surfacing project on a motion by Smith, second by Straight. Unanimous approval. The Board signed compensation estimate/contracts for right of way acquisition for Sieck and Find, LLC ($7,299.85) and Daniel M Clark Estate ($1,466.23) on a motion by Smith, second by Straight. Unanimous approval. Historic Preservation Proclamation Madelyn Perley asked the Board to designate May as Historic Preservation month. On a motion by Straight, second by Smith, the following proclamation was unanimously approved: Whereas, The National Trust for Historic Preservation established May as Historic Preservation Month in 1973, as a way to promote historic places for the purpose of instilling nation and community pride, promoting heritage tourism, and showing the social and economic benefits of historic preservation; and Whereas, Historic Preservation Month can instill awareness of the local historically significant buildings and landmarks to the residents of Harrison County and its communities Whereas, historic preservation is relevant for communities across the nation, but urban and rural, and for Americans of all ages, all walks of life, and all ethnic backgrounds: and Whereas, it is important to celebrate the role of history in our lives and the contributions made by dedicated individuals in helping to preserve the tangible aspects of the heritage that has shaped us as a people; Therefore, Be It Resolved that the Harrison County Board of Supervisors hereby proclaim the month of May, 2022 as National Historic Preservation Month in Harrison County and encourage all citizens to join in this special observance. CLG Update Mrs. Perley updated the Board on the Certified Local Government (CLG) activity with Murray Hall in Little Sioux. Two members of the CLG will be attending the training at the Forum in Mason City in June. Claims Claims, as presented, were stamped for approval. Comments Tony Smith – attended the VA meeting at the Rand Center. Paul Rhoten – right of way widths. With business of the day completed, the Board adjourned on a motion by Straight, second by Smith. The tentative agenda was approved on a motion by Straight, second by Smith. Unanimous approval. Attendance: Auditor Susan Bonham, Paul J. Rhoten, Steven Struble Reserve Deputy Program Sheriff Brandon Doiel and Sergeant Garrett Klutts discussed the reserve deputy program that they would like to get implemented in Harrison County. Reserve officers would get certified within 18 months and work 10 hours per month. Payment is $1/year. The County Attorney will review the 28E agreement. Engineer County Engineer Steven Struble met with the Board and updated them on the following projects: Taylor #12 Bridge Replacement on F-50 over Allen Creek – The earthwork subcontractor is making good progress hauling dirt from the borrow east of L-20 on McIntosh property with three semi-trucks. They are using the dirt to finish the foreslopes, shoulders, backslopes, and berms. Allen #3 Bridge on Laredo Avenue – County crew has completed the approach roadway to the bridge from the north enough to get traffic across. Calhoun Town Street/Alley Vacation The Board approved the vacation of part of Brown Street and an alley in the town of Calhoun located in the SW ¼ of Section 19-79-43 of the 5th P.M., Harrison County, Iowa more fully described as follows: All that part of the 20’ alley between 1st Street and 2nd Street from Johnston Street (Kimbal Lane) east to Brown Street; and also all that part of Brown Street from 1st Street north 271.5’ Said vacation contains 20,919.00 square feet (0.48 acre) more or less. This vacation is in consideration of mutual benefit with no monetary exchange. Motion to approve by Smith, second by Straight. Unanimous approval. Supervisor Reports Chairman Utman stated that he had received an email regarding the dirt being used for the Taylor #12 bridge replacement on F-50 over Allen Creek. According the Zoning Administrator Matt Pitt, months ago Jason McIntosh claimed an agricultural exemption to remove the dirt so that his irrigation pivot could make a full 360 degree rotation rather than stopping at the base of the hill. The County Attorney will be contacted. With business of the day completed, the Board adjourned on a motion by Straight, second by Smith. Unanimous approval.
