Harrison County Supervisors Meeting May 9, 2024 Chairman Tony Smith and Member Brian Rife attended the quarterly safety meeting along with the following individuals: Susan Bonham, Michelle Kersten, Shelia Phillips, Emily Allmon, Ashley West-Joons, Felicia Geith, Matt Pitt, Brandon Doiel, Steve Struble, David Sherer, Bonnie Castillo, Mark Warner, Jeff Brehmer, Paul J. Rhoten, and Dan Cohrs Discussion took place on proper lifting, property insurance rate increases and re-insurance fees, emergency shelters by facility, recent claims and training opportunities thru IMWCA’s Learn program. Next meeting is scheduled for July 18th. Chairman Tony Smith called the meeting to order with member Brian Rife in attendance. The tentative agenda was approved on a motion by Rife, second by Smith. Motion carried. Previous minutes were approved on a motion by Rife, second by Smith. Motion carried. Attendance: Auditor Susan Bonham, Michelle Kersten, Paul J. Rhoten, Dan Cohrs, Lary Clark, Rebecca Wilkerson, Stephanie Blackford. EMA Update EMA Coordinator Bonnie Castillo informed the Board that at this time Harrison County does not qualify for the individual public assistance. Discussed the volunteer day tomorrow to help with debris cleanup. Opioid Fund Agreement A funding agreement among Harrison County Board of Supervisors, Sheriff’s Office, and the County’s Opioid Committee for $10,000 to fund a new K-9 officer was approved on a motion by Rife, second by Smith. Motion carried. Handwritten Warrant A handwritten warrant to Harrison County K-9 Division in the amount of $10,000 was approved on a motion by Rife, second by Smith. Motion carried. Bank Resolution Treasurer Shelia Phillips requested the approval of a resolution authorizing United Bank of Iowa, Logan State Bank, Midstate’s Bank and Community Bank to remove Nancy Cox from the County’s accounts and to add Brandi Wendt as an authorized user. Primary user will continue to be Shelia Phillips. Motion to approve by Rife, second by Smith. Motion carried. Budget Amendment #2 Auditor Bonham reviewed the second budget amendment being proposed as Secondary Roads is in need of this amendment. Motion to set a public hearing date of May 30th at 9:30 a.m. was made by Rife, second by Smith. Motion carried. Engineer County Engineer Steve Struble met with the Board and updated them on the following projects: Morgan #3 Bridge on K45 north of Mondamin – Contractor removed the bridge beams and diaphrams last Friday and they have been hauled to the County’s shop to be used for future bridge repairs or construction. Asphalt Patching and Leveling in Valley View Development – Contractor has been contacted and plans to move in very soon to finish the job this spring. Discussion on the removal of the antenna and repeater at the Logan water tower and instead mounting an antenna and repeater at the Magnolia water tower to be used with the department radios. Member Rife felt that using personal cell phones with a monthly stipend would be a better option for Secondary Roads. Engineer Struble still wants to pursue the radio option. Claims Claims, as presented, were stamped for approval. Comments Sheriff Doiel said he is working with the city of Logan regarding police duties. Attorney West-Joons brought in $64,000 from the CATS program. Dan Cohrs discussed the importance of safety training. With business of the day completed, the Board adjourned on a motion by Rife, second by Smith. Motion carried.
