Harrison County Supervisors Meeting November 9, 2023 Chairman John Straight called the meeting to order with members Tony Smith and Brian Rife in attendance. Motion to approve the tentative agenda was made by Rife, second by Smith. Motion carried. Motion to approve the previous minutes was made by Rife, second by Smith. Motion carried. Attendance: Auditor Susan Bonham, Rebecca Wilkerson 911 Tower Property (St John Township) The Board discussed options on disposing of the excess property near the 911 tower site in St John Township. The Board will discuss this matter further when County Attorney Ashley West-Joons is present. Wishing Hills Barn A liquor license renewal for Wishing Hills Barn was presented to the Board. Rife made the motion to approve pending the dram shop submittal, second by Smith. Motion carried. McNeill Inter-County Drainage District The Board acting as Trustees for the McNeill Intercounty Drainage District approved the following: On a motion by Smith, seconded by Rife, partial payment No. 6 was unanimously approved in the amount of $180,092.19. Engineer County Engineer Steven Struble met with the Board for project updates. OttaSeal Asphalt Surfacing on Panora Ave – Astech Corp’s manager approved (by phone) the change orders for as-built project quantities and approval of their aggregate gradation, which has been approved by Engineer Struble and IDOT district engineer. 194th Street Bridge at Kendrick over Allen Creek – Contractor has driven the west abutment piling, installed the abutment cap, and are driving the west wing piling. FM Asphalt Resurfacing on L34/Overton Ave South of Logan - Harris Grove Creek to Pott County 7.7 miles – County has been working on the 2024 project and have nearly completed the design and drafting of the plans. Discussion on the proposed action to vacate a portion of the unused right of way in Orson. More discussion is needed and will be placed on next week’s agenda. Windstream submitted a utility permit application for boring conduit underground near 100 – 1st St in Persia. Motion to approve by Smith, second by Rife. Motion carried. Claims Claims, as presented, were stamped for approval. Comments Member Rife said he had spoken with a Monona County Supervisor. Monona County is considering applying for a maritime grant that would pave K45 in Monona County and wanted to know if Harrison County would be interested in applying for repaving K45 in Harrison County. Engineer Struble said he was interested. With business of the day completed, the Board adjourned on a motion by Smith, second by Rife. Motion carried. The tentative agenda was approved on a motion by Rife, second by Smith. Motion carried. Attendance: Auditor Susan Bonham Election Canvass The Board canvassed the election results. There was one tie vote for city council member in Persia. Chairman Straight drew the name of Jason Honeywell out of the hat. Mr. Honeywell is considered the winner. Abstracts and certificates were signed. Motion to approve the election results as presented was made by Rife, second by Smith. Motion carried. With business of the day completed, the Board adjourned on a motion by Smith, second by Rife. Motion carried.
