REGULAR CALLED CITY COUNCIL MEETING Wednesday, November 8, 2023 – 6:30 P.M. Council Chambers – Woodbine, IA The regular council meeting of the City of Woodbine, Iowa was held pursuant to law on the above date and hour. Mayor Cogdill called the meeting to order with the following members present: LENNING, MANN, & VANDEMARK. GAU & SMITH were absent. Mayor Cogdill led the pledge of allegiance. Motion Mann/Lenning to approve the agenda. Ayes: 3 Motion carried. Motion Lenning/Mann to approve the following items on the consent agenda: a) approve and waive the reading of the minutes for 10/11/2023 & 10/30/2023; b) approve the bills/receipts as presented; c) Cash & Investment reports – October 2023; d) approve Budget Reports – October 2023. Ayes: 3 Motion carried. Public Hearing for the Hawthorne Street and 1st Street Storm Sewer Improvements opened at 6:36pm. There were no oral or written comments received for the public hearing. Closed at 6:37pm. Public Hearing on budget amendment #1 FY 23-24 opened at 6:37pm. There were no oral or written comments received for the public hearing. Closed at 6:37pm. Citizen Input – Citizen spoke regarding concerns of the city billing for the utilities they are responsible for. DEPARTMENT HEAD REPORTS: City Administrator Koch – Annual reports are almost completed and the auditors have pushed the audit back to mid March of 2024. Chief Jensen reported he is setting up operations out of the IGNITE building as well as the simulators. Discussion on Catalyst grant application. Deb Sprecker explained this grant would be for possible vet clinic in the old storage units between the RR tracks. The building owner will attend next month’s meeting with plans. Motion Mann/Lenning to approve Resolution #2023-31 approving plans, specifications and cost estimate on Hawthorne Street & 1st Street Storm Sewer Improvements. Ayes: 3 Motion carried. Motion Vandemark/Mann to approve Resolution 2023-31-1 awarding contract on the Hawthorne Street & 1st Street Storm Sewer Improvements. Ayes: 3 Motion carried. Motion Lenning/Vandemark to approve Resolution #2023-32 approving budget amendment #1 FY23-24. Ayes: 3 Motion carried Motion Mann/Lenning to approve Resolution 2023-33 renewing the Main Street program with IEDA. Ayes: 3 Motion carried. Motion Lenning/Vandemark to approve Resolution #2023-34 adding stop & yield signs. Ayes: 3 Motion carried. Discussion on the disposing of property-old warning sirens. It was decided to research the need of surrounding communities and accept bids if there was a desire to purchase. No action taken. Motion Mann/Vandemark to approve getting advice on the possible sale of the Police Station. Ayes: 3 Motion carried. Motion Lenning/Mann to approve annual disability insurance premium for Toni Waite through Colonial Life. Ayes: 3 Motion carried. Mayor Cogdill reported that owners of property, where tree limbs are blocking the view of traffic signs, will be receiving a letter to trim the trees.
