REGULAR CALLED CITY COUNCIL MEETING Wednesday, October 11, 2023 – 6:30 P.M. Council Chambers – Woodbine, IA The regular council meeting of the City of Woodbine, Iowa was held pursuant to law on the above date and hour. Mayor Cogdill called the meeting to order with the following members present: GAU, LENNING, MANN, SMITH. VANDEMARK was absent. Mayor Cogdill led the pledge of allegiance. Motion Smith/Gau to approve the agenda. Ayes: 4 Motion carried. Motion Gau/Smith to approve the following items on the consent agenda: a) approve and waive the reading of the minutes for 9/13/2023 & 9/22/2023; b) approve the bills/receipts as presented; c) Cash & Investment reports – August 2023 & September 2023; d) approve Budget Reports – August 2023 & September 2023; e) approve GAX #18 & GAX #19 – CDBG – Harvest Hills. Ayes: 4 Motion carried. Citizen Input – Citizen spoke and presented a petition signed by other citizens expressing the need for more STOP signs in town. Mayor thanked him for his effort on the petition and informed him this was on the agenda to discuss later. Motion Gau/Mann to approve lease with IGNITE Pathways for 19 acres of farm land by city lagoons. Ayes: 4 Motion carried. Update presented by David Riedemann on 7 properties needing repairs. 2 are showing significant improvements, 4 moderate improvements and 1 property was unable to inspect even with court proceedings, judge denied entry. Motion Mann/Lenning to approve WMU electric project. Ayes: 4 Motion carried. Motion Gau/Smith to renew the Main Street program with IEDA. Ayes: 4 Motion carried Motion Gau/Smith to approve the Missouri Valley Times as the official newspaper for the City of Woodbine. Ayes: 4 Motion carried. Motion Smith/Lenning to approve Resolution #2023-27 to transfer the Ameritrade Investment amount under gas utility back to the Ameritrade balance under General Fund. Ayes: 4 Motion carried. Discussion on adding STOP signs in town. There was a consensus that 4 STOP signs are needed and will be added as an action item to next months agenda. Motion Smith/Mann to approve Resolution #2023-28 approving the plans, specifications and cost estimate on Hawthorne & 1st St culverts and set Public Hearing for bid letting on Nov. 8th, 2023 @ 6:30pm. Ayes: 4 Motion carried. Motion Smith/Mann to approve annual Street Finance Report. Ayes: 4 Motion carried. Motion Gau/Smith to approve Annual Urban Renewal Report. Ayes: 4 Motion carried. Motion Gau/Smith to approve investing $50,000 in IPAIT, $50.000 in a 6 month CD at Farmer’s Trust & $50,000 in a 12 month CD at Farmer’s Trust. Ayes: 4 Motion carried. Motion Gau/Lenning to approve Resolution #2023-29 setting public hearing for budget amendment on Nov. 8th, 2023 @ 6:30pm. Ayes: 4 Motion carried. Discussion on payment of Woodbine Municipal Utilities invoices to the City. It was decided to pay invoices minus the software cost of $8,915.36 and get together with Jill at WMU on future invoices. Motion Mann/Lenning to approve expanding the City’s accounting software, GWorks, to include utility billing and for the City to begin billing their own Gas, Sewer & Landfill bills and to aim for January 1st, 2024 as the first billing month. Ayes: 4 Motion carried. Discussion on trimming trees to proper height and away from signs. Chief Jensen & Utility Supervisor Androy will compile a list of trees in need of trimming. Mayor Cogdill read aloud a very favorable email that had been sent to Councilman Vandemark stating how much this individual had enjoyed Applefest and how well organized the entire event was. Mayor Cogdill agreed with the sender of the email and congratulated everyone involved with Applefest, on a very well-organized event. ARTMENT HEAD REPORTS: City Administrator Koch – The new warning siren has been installed. Koch, Cogdill, Todd Heistand & Gau will go to the Harrison County Board of Supervisors meeting tomorrow to request LMI funds for Pike Trail paving. Koch and Waite will be out of the office Oct. 18, 19 & 20, 2023 for training. Annual reports are almost completed. She is still working on getting dumpsters off residential properties. She has sent documents to codification. Trick or Treating will take place Oct. 31st from 4-6pm with hotdogs being served from the green space behind the Police building. Chief Jensen reported he is now working out of the IGNITE building and that Applefest went well. Library Director Doyle reported she is trying to bring a large Holocaust exhibit to the library and needs a letter of support from the city.
