WEST HARRISON COMMUNITY SCHOOL DISTRICT BOARD OF EDUCATION MONTHLY MEETING – 6:30PM February 8, 2023 LIBRARY – MONDAMIN, IA The West Harrison Community School District Board of Education met in regular session with the following present: Randy Wohlers, Julie Kuhlman, Hillary Stevenson, Kim Nunez and Lorraine Peterson Directors. Mr. Marty Fonley, Superintendent, Mrs. Jackie Fonley, Principal, Tonya Radil, Board Secretary/Treasurer Visitors. Nicole Melby WHEA Representative. Called to Order. The meeting was called to order in the library at 6:30 p.m. by President Wohlers. Roll Call. Consent Agenda. A motion was made by Director Peterson and seconded by Director Kuhlman to consent agenda, January 11th board minutes, the approval of monthly and the approval of financial reports. Discussion. Wohlers aye, Kuhlman aye, Stevenson aye, Nunez aye, and Peterson aye 5-0 Motion carried. Public Items of Discussion Board Items of Discussion. Human Resources. A motion was made by Director Nunez and seconded by Director Kuhlman to accept the resignation of David Hallas and Andrew Stevenson. The school board and administration thank them for their time. Discussion. Wohlers aye, Kuhlman aye, Nunez aye, and Peterson aye, Director Stevenson abstained 4-0 Motion carried. A motion was made by Director Stevenson and second by Director Kuhlman to offer a new contract to Tony Nunez, Jackie Fonley, Ben Nuzum, and Drew Radloff. Discussion. Consideration of Public Hearing in Director District Boundary adjustments Following 2020 Decennial Census. A motion was made by Director Nunez and seconded by Director Kuhlman to set the public hearing date for March 8, 2023, in the West Harrison high school library at 6:30 pm to comply with Iowa Code regarding director district boundaries. Discussion. Wohlers aye, Kuhlman aye, Stevenson aye, Nunez aye, and Peterson aye 5-0 Motion carried. Consideration of Date for Public Hearing on FY 23-24 Certified Budget. Motion was made by Director Peterson and second by Director Kuhlman to approve for FY 23-24 certified budget on March 8, 2023, in the West Harrison high school library at 6:35 pm. Discussion. Wohlers aye, Kuhlman aye, Stevenson aye, Nunez aye, and Peterson aye 5-0 Motion carried. Consideration of Date for Public Hearing on FY 23-24 Calendar. Motion was made by Director Kuhlman and second by Director Stevenson to approve for FY 23-24 calendar on March 8, 2023, in the West Harrison high school library at 6:40 pm. Discussion. Consideration of Summer Roof Repairs. A motion was made by Director Peterson and seconded by Director Stevenson to approve the roof repairs. McKinnis roofing was brought out to inspect all of the roof sections. Following their review, they have given us an estimate for repairs to flashing, patching of holes, and other repairs of the roof. The total cost for the repairs is $38,976.95. Discussion. Wohlers aye, Kuhlman aye, Stevenson aye, Nunez aye, and Peterson aye 5-0 Motion carried. Consideration of PLC Conference. A motion was made by Director Nunez and seconded by Director Peterson to approve the conference. The conference is a Professional Learning Community Conference in Des Moines, October 2-4, 2023. It is an outstanding three-day conference and supports the things we are working to implement at West Harrison. The teaching staff was surveyed and 78% expressed a desire to attend the conference. The calendar has also been designed to accommodate conference attendance. We would utilize ESSER funds and core curriculum funds to pay for the registration, lodging, and other expenses if the board is in support. Discussion. Motion was made by Director Kuhlman and second by Director Stevenson to approve the renewal of the sharing agreement. Currently we share Transportation Director (LOMA), Human Resources (LOMA), Business Manager (LOMA) Transportation Director (West Monona), and Human Resources (West Monona) Discussion. A motion was made by Director Kuhlman and seconded by Director Stevenson to approve the Valentine Gram and Krispy Kreme fundraisers. Discussion. Administrative Reports: Mrs. Fonley reports that we are in the middle of the 3rd quarter already and the elementary has celebrated the 100th day of school. It is Kindness week and Mrs. Herman challenged the elementary with a hat and mitten drive with the goal of 100. With the SOAR (Safety, On Task, Achievement, and Respect) practices in place the elementary earned their way to an ice cream party. The middle and high school teachers are working on the “15 Fixes to Broken Grades”. The available teaching positions will be posted this week. Mr. Fonley informed the board that our bus lease will be prolonged due to the fact that the next batch of buses will not be completed until September. We do intend to purchase one of the current buses that we lease. Mr. Fonley discussed the classes that will be added to the Buss Center in Missouri Valley for FY 23-24. Adjournment.
