City of Dunlap January 14, 2026 Mayor Knickman called the regular council meeting to order on Wednesday, January 14, 2026 at 7:00pm in the Council Chambers, City Hall pursuant to law with the following council members present: Bonsall, Schauer, Wingrove, Gunia, Murphy. Motion by Murphy second by Bonsall to approve the agenda. All in favor, motion carried. Motion by Gunia second by Wingrove to approve December 10th Regular minutes. All in favor, motion carried. Motion by Schauer second by Murphy to approve payment of bills. All in favor, motion carried. Motion by Wingrove second by Gunia to approve consent agenda items; building permit Pat Cogdill-shed. All in favor, motion carried. Meredith, City Clerk gave an update on fireworks pricing that Larry Klein brought over, it will be on next months agenda. She also spoke about the LOSAP program, as of right now there aren’t many rules or guidance on it. Jill Schaben gave DCDC and grant updates. The Dunlap Betterment Group received the King Grant part of that grant was to repair the pool deck, that got done in December. She let them know the pickleball surfacing is ordered for spring, and the mulch for the swings is here. Councilman Bonsall gave an update on the residential lighting that will be installed this spring, this is part of the Iowa West Grant. Paula Evans gave a library update. Motion by Murphy second by Wingrove to advertise for lifeguards. All in favor, motion carried. Motion by Schauer second by Murphy to change the pool hours on Tuesday and Thursday from 1pm to 5pm, then adult swim from 5pm-6pm and not reopen on those two nights. All in favor, motion carried. Chief Miller gave an update on the department. The Council wants to look into digital cameras for the department. Motion by Schauer second by Murphy to approve Resolution 2026-01 to Set Public Hearing to enter into SRF Sewer Revenue Loan and Disbursement for $444,000. This will pay for the design part of the Lagoon project. All in favor, motion carried. Motion by Gunia second by Murphy to approve new Christmas Lights for next year. All in favor, motion carried.
