CITY OF MISSOURI VALLEY CITY COUNCIL BUDGET MEETING RAND COMMUNITY CENTER TUESDAY JANUARY 27, 2026 Mayor Marshall presided over the meeting, which was called to order at 6:00 p.m. with the following Council Members present: Tuttle, Keizer, Meadows, and Struble. Councilman Gilpin was absent. Citizens present were Loree Hankins, Chris Kraushaar, Dawn Meadows, and Katie Moyer. Motion to approve agenda for January 27, 2026, made by Struble, seconded by Tuttle. Roll Call: Tuttle, Keizer, Struble, and Meadows. Motion passes. Budget workshop. No formal action was taken. Council discussed Library financials, Employee benefits and wages, Rand Center financials, Fire and EMS financials, and the city’s debt service levy. Councilman Meadows thanked everyone for their patience in helping him learn the ropes. No mayor or city administrator comments. Motion to adjourn at 8:00 p.m. made by Tuttle, seconded by Struble.
