CITY OF MISSOURI VALLEY CITY COUNCIL MEETING RAND COMMUNITY CENTER TUESDAY, MAY 6, 2025 Mayor Kelly presided over the meeting and called the meeting to order at 6 p.m. with the following Council Members present: Tuttle, Keizer, Struble, Stueve, and Taylor. Citizens present were Linda Coddington, Evelyn Marshall, Rich Gochenour, Duane Livermore, Mary Jo Buckley, Nikki Dooley, Steve Smith, Aneitah Garmann, Sally Salter, Lena Chambers, Melanie Swanson, and Jessica Bruohs. The Pledge of Allegiance was recited. Motion to approve the Agenda for May 6, 2025, made by Struble, second by Keizer. Motion passes. Mayor Kelly opened the Public Hearing at 6:01 p.m. on the proposal to enter into a General Obligation Corporate Purpose Loan Agreement. There were no written or oral objections. Mayor Kelly closed the Public Hearing at 6:02 p.m. Motion to approve Consent Agenda: a) Minutes from April 22, 2025, Council Meeting, b) Minutes from May 1, 2025, Special Council Meeting, c) Claims List, d) Liquor License for Harrison Co Fair Association, and e) approve Dennis Collier for Board of Adjustments made by Stueve, second by Struble. Citizen Inquiry: Mary Jo Buckley presented Flags from WoodmenLife to the Rand Center and the City of Missouri Valley. Steve Smith updated the Council on Airport hangar repairs. Duane Livermore asked the Council if he could use City Property on Highway 30 to put up a sign for Drifterfest. Council agreed. Weston Moses addressed the Council about camping. Jeannie Wortman, Chamber of Commerce, thanked all the volunteers who helped with City Clean Up Day. She updated the Council on all past and future events for the City. Bruce Kocher updated the Council on all events in April at the Public Library. Motion to table the Fire Department update made by Stueve, second by Tuttle. Motion passes. Richard Gochenour, Public Works Director, stated that he has put the No Parking signs up by Longview. Discussion was held on an invoice received for the property 119 N 2nd St. Discussion was held on camping fees. Council would like to see a monthly rate added. A resolution will be on the next agenda setting fees. Motion to approve Resolution 25-18, taking additional action on the proposal to enter into a General Obligation Corporate Purpose Loan Agreement made by Struble, second by Tuttle. Motion passes. Motion to sign 28-E agreement between Missouri Valley Community School District and City of Missouri Valley for Shared Librarian made by Stueve, second by Tuttle. Motion passes. Motion to approve third reading of Ordinance 614 an ordinance amending the Code of Ordinances of the City of Missouri Valley, Iowa, by amending provisions pertaining to water service system (add 90.21 to allow for prorating final bills) made by Keizer, second by Struble. Motion passes. Motion passes. Motion passes. Tuttle wants to ensure that Mid-American Energy knows that the bypass is coming. Colglazier will make sure they do. Mayor Kelly wished Colglazier “Happy Municipal Clerks Week!” Colglazier stated they received a bid for the Library from Sisson Construction.
