CITY OF MISSOURI VALLEY, IOWA CITY COUNCIL MEETING TUESDAY, MAY 5, 2026 – 6:00 P.M. Mayor Marshall presided over the meeting, which was called to order at 6:00 p.m. with the following Council Members present: Tuttle, Keizer, Struble, Gilpin, and Meadows. Citizens present were Jerry Keizer, Melinda Coddington, Adam Bellis, Kay Hinkel, Mary Jo Buckley, Jeannie Wortman, Judy Holcombe, Dawn Meadows, Rich Gochenour, Jack Thornburg, John Harrison, Lee Lange, Carol Markham, and Tina Thornburg. The Pledge of Allegiance was recited. Motion to approve Agenda for May 5, 2026, made by Struble, seconded by Keizer. Roll call: Tuttle, Keizer, Struble, Meadows, and Gilpin all ayes. Motion passes. Mayor Marshall opened the public hearing at 6:02 p.m. to hear comments for or against approving the FY 26/27 City of Missouri Valley Budget Amendment. There were no written objections. Discussion was had regarding the amendments. The Mayor closed the public hearing at 6:06 p.m. Public comment: Mary Jo Buckley presented the City with 21 flags donated by Woodmen Life. Motion to approve Consent Agenda: a) Minutes from April 21, 2026, City Council Meeting, b) Police Report for March 2026 made by Tuttle, seconded by Struble. Roll call: Tuttle, Keizer, Struble, Meadows, and Gilpin all ayes. Motion passes. Jeannie Wortman updated the Council on Chamber activities. They are looking for volunteers to help water the plants on Erie Street this summer. Dawn Meadows provided the Library update. The Library celebrated National Library Week, April 19th through 25th, with an event every day. Theresa Dowling will be joining the Library as the Children’s Librarian at the end of May. John Harrison offered the Building Department update. Our attorney is working on properties. Abatements have gone out. A discussion was held regarding the 500 E Erie Street property. Rich Gochenour gave the Public Works update regarding the pool, the flag poles on Erie Street, the north side of the pool, and the Police Station, and the disc mower (2014) is out at Vetter’s for repair/rebuild. They need a mower now. A discussion was held about the pool being ready on the 16th and the 4th and 7th Street work. The pool is on track. Jake is waiting for the “free money” to come in before he can get bids. Motion to approve Resolution 26-16 adopting the City of Missouri Valley’s annual budget Amendment for FY 25/26 made by Tuttle, seconded by Struble. RESOLUTION 26-16 A RESOLUTION AMENDING THE CURRENT BUDGET FOR THE FISCAL YEAR ENDING JUNE 30, 2026 (AS AMENDED LAST ON N/A) BE IT RESOLVED by the City Council of the City of Missouri Valley, Iowa: Section 1. Following notice published April 29, 2026, and the public hearing held, May 5, 2026, the current budget (as previously amended) is amended as set out here in and in the detail by fund type and activity that supports this resolution, which was considered at that hearing: Passed and approved this 5th day of May 2026. CITY OF MISSOURI VALLEY, IOWA ORDINANCE NO. 621 AN ORDINANCE ADOPTING THE ZONING ORDINANCE OF THE CITY OF MISSOURI VALLEY, IOWA, AND REPEALING PRIOR ZONING REGULATIONS SECTION 1. PURPOSE The purpose of this Ordinance is to adopt a comprehensive Zoning Ordinance for the City of Missouri Valley, Iowa, in accordance with the authority granted under Iowa Code Chapter 414, to promote the health, safety, morals, and general welfare of the community. SECTION 2. ADOPTION OF ZONING ORDINANCE The Zoning Ordinance, attached hereto and incorporated herein by reference, is hereby adopted as the official Zoning Ordinance of the City of Missouri Valley, Iowa. SECTION 3. OFFICIAL ZONING MAP The Official Zoning Map, as adopted concurrently with this Ordinance, is hereby approved and incorporated as part of the Zoning Ordinance. The Official Zoning Map shall be maintained on file in the office of the City Clerk. SECTION 4. TRANSITION OF PENDING APPLICATIONS Any application, permit, or approval in process at the time of adoption of this Ordinance shall be reviewed under the regulations in effect at the time a complete application was submitted, unless otherwise required by law. SECTION 5. REPEALER All ordinances or parts of ordinances in conflict herewith are hereby repealed. This includes the existing Zoning Ordinance of the City of Missouri Valley, Iowa, which is hereby repealed and replaced in its entirety. SECTION 6. SEVERABILITY If any section, provision, or part of this Ordinance shall be adjudged invalid or unconstitutional, such adjudication shall not affect the validity of the Ordinance as a whole or any section, provision, or part thereof not adjudged invalid or unconstitutional. SECTION 7. EFFECTIVE DATE This Ordinance shall be in effect after its final passage, approval, and publication as provided by law. CITY OF MISSOURI VALLEY, IOWA ORDINANCE NO. 622 AN ORDINANCE ADOPTING SUBDIVISION REGULATIONS FOR THE CITY OF MISSOURI VALLEY, IOWA, AND REPEALING PRIOR SUBDIVISION REGULATIONS SECTION 1. PURPOSE The purpose of this Ordinance is to adopt Subdivision Regulations for the City of Missouri Valley, Iowa, in accordance with Iowa Code Chapter 354, to provide for the orderly development of land and ensure proper arrangement of streets, utilities, and public improvements. SECTION 2. ADOPTION OF SUBDIVISION REGULATIONS The Subdivision Regulations, attached hereto and incorporated herein by reference, are hereby adopted as the official Subdivision Regulations of the City of Missouri Valley, Iowa. SECTION 3. TRANSITION OF PENDING APPLICATIONS Any application, permit, or approval in process at the time of adoption of this Ordinance shall be reviewed under the regulations in effect at the time a complete application was submitted, unless otherwise required by law. Motion to approve setting the date of May 19, 2026, for a Public Hearing to hear comments for or against amending the FY 25/26 City Budget #2 made by Tuttle, seconded by Meadows. Roll call: Tuttle, Keizer, Struble, Meadows, and Gilpin all ayes. Motion passes. Discussion and action regarding an offer for city-owned property located at 2213 Highway 30. The offer was accepted pending conditions (housing, dirt, and timeline). It will go to the lawyer, and a Public Hearing will be held later. Mayor Marshall had four items to bring up: 1) Resident wants to extend alley between Linn and Elm Streets 10-15 feet (the Council approved per Rich’s specifications), 2) Conservation Commission – can they go ahead and start work on the property on 1st Street that was given to them by the city? (the Council approved this), 3) Guinan Heating & Cooling Rand Center estimate/suggestions (the Council wants to have them go ahead) 4) DrifterFest request for camping during that weekend (June 5-7) (the Council wants to check with the campers). Tuttle thanked Jeannie Wortman and Mary Jo Buckley for planting the flowers along Main Street. They look great. Gilpin wanted to know if the salaries that were discussed at the last meeting will be receiving the 4% raise in July. They are not. Colglazier stated that there were 95 applications for the open positions. Phone interviews will be followed by in-person interviews later this week. New “Cloud” software has been updated, and the learning curve is high – especially with only two in the office. Be patient and give us some grace. Tuttle wondered if we could look at the cemetery software again to take some of the load from the office people now that the two full-time positions are being filled with one full-time and one part-time person.
