City of Modale City Council Meeting Minutes A special meeting of the Modale City Council was held on July 24, 2025. Mayor Pro Tem Adams called the meeting to order at 7:00 p.m. Councilmembers present were Kathy Dugdale, Tammy Cooperrider, Blair Adams and Chris Skinner. Terigene White and Mayor Cox were absent. There were no visitors present. Staff present was Shauna Gerke. Dugdale made a motion to approve the consent agenda, Skinner seconded. Motion carried 4-0. NEW BUS: The ICAP anniversary invoice was discussed. Adams made a motion to approve payment of the FY2026 premium. Dugdale seconded, motion carried 4-0. Gerke said there were a few utility accounts short paid because rates increased. Letters were sent out, but if payments aren’t received until after the 30th, can late fees be waived? Skinner made a motion to waive the fees for those two accounts should they not get the short payment amounts paid before the 30th. Adams seconded. Motion carried 4-0. Gerke was asked to put a rate increase reminder on the December bills. The cleanup requirement for 108 N Station was discussed. Gerke to send a letter outlining the details. Items to add to the August agenda are a fine schedule, N Station agreement, Christmas lights ceremony and Community Betterment Committee. Dugdale made a motion to adjourn the meeting. Cooperrider seconded. Motion carried 4-0.
