City of Modale City Council Meeting Minutes The regular meeting of the Modale City Council was held on September 8, 2025. Mayor Cox called the meeting to order at 7:00 p.m. Councilmembers present were Kathy Dugdale, Tammy Cooperrider, Blair Adams, Terigene White and Chris Skinner. Visitors present were Mark Long, Barry Thomas, Diane Pratt & Jason Pavlik. Staff present was Shauna Gerke. White made a motion to approve the consent agenda, Dugdale seconded. Motion carried 5-0. PUB WORKS: The donation of a bench and plaque in memory of Lorraine Peterson Thomas by the West Harrison Class of 1978 was discussed. There were no objections to placing it in the park. Mayor Cox requested Gerke leave a note with Marty reminding him to attend the council meetings. Port-a-pot should be removed from the park at the end of the month. LIBRARY: Pratt reported on past and future events, and that the security cameras have been installed. Resolution 2025-06 authorizing transfer of library funds from the special revenue funds to the library fund was read. Dugdale made a motion to authorize said transfer, Adams seconded. Motion carried 5-0. CITIZENS: Barry Thomas questioned the plumbing bill he received for a line break in his yard. The ordinances were read and it was determined that the line break was in an area that the homeowner is responsible for. A discussion was had about changing the ordinance and Gerke was asked to put it on the agenda for next month’s meeting. Flushing hydrants more frequently was suggested. FIRE: Pavlik reported the house burn at 108 N Station was successful. They only used maybe 20 gallons of water for training purposes; it was not used on the house so there is no charge to the owner. He will also check later in the week to see if it’s cool enough to start cleanup. When it is cool enough, Pavlik will notify the homeowner and the council so the 21-day clock can start. Gerke submitted the grant paperwork for a new siren. Gerke inquired about the funds sitting in the Special Revenue Fire Fund. No information was available. CITIZENS: Mark Long attended the County Crime Stoppers meeting. OLD BUS: Delinquent utility bills were discussed; Gerke to send out shut-off notices. White made a motion to accept option 1 to repair the roof on the post office. Skinner seconded. Motion carried 5-0. Tall grass violation letters should go out to 407 N Main and 407 S Main. Skinner made a motion to increase the per-meeting rate for Council members to $30, which would take effect in January, 2026. Adams seconded. Motion carried 5-0. Dugdale made a motion to prepay $6750 to Heartland Coop for winter season propane. Skinner seconded. Motion carried 5-0. NEW BUS: Announcements were discussed. Election materials need to be turned in by September 18th at 5 p.m. Gerke reported we didn’t have enough losses from the March blizzard to get grant funding, and the Post Office has exercised their option to renew the lease. White made a motion to adjourn the meeting. Adams seconded. Motion carried 5-0.
