City of Modale City Council Meeting Minutes The regular meeting of the Modale City Council was held on December 10, 2025. Mayor Pro Tem Adams called the meeting to order at 7:00 p.m. Councilmembers present were Kathy Dugdale, Blair Adams, Terigene White and Chris Skinner. Tammy Cooperrider and Mayor James Cox were absent. Visitors present were Mark Long, Jason Pavlik, Janie Shaughnessey and Rick Sell. Staff present was Shauna Gerke. White made a motion to approve the consent agenda, Dugdale seconded. Motion carried 4-0. PUB WORKS: Gerke read a note from M. Skinner requesting a “power broom” for the Vets park. Options were discussed, no action taken. LIBRARY: Skinner reported holiday hours and upcoming events for D. Pratt FIRE: Pavlik reported 1call and discussed the possibility of building a new fire hall/storm shelter to the east of city hall. There were no objections to information gathering. N. Station Street was discussed. CITIZENS: Who does one go to if their mailbox was damaged on W. Anderson? The county would need to be contacted. OLD BUS: Delinquent utility bills were discussed, notices do not need to be sent this month. The delinquent rent was also discussed. Gerke to send a demand letter before moving to eviction. Ordinance says the utility bills are supposed to increase 3% in January. Starting with the bill received in February, they will increase to $30.57 for the base water fee plus $0.81 per 100 gallons over 2000 and $42.44 base sewer fee. The next 3% increase will occur in January of 2027. Dugdale made a motion to waive a late fee for a payment made but not recorded before the bills were generated. White seconded. Motion carried 4-0. The chili cook-off and lighting event were a success and well attended considering the weather. Ordinance Resolution 2025-09 was read. At 7:35 Mayor Pro Tem Adams opened a hearing regarding updating ordinances 2-4-1 & 2-4-2 about Councilmember’s and Mayoral salaries. Gerke reported there were no written inquiries submitted. After discussion, and no questions from the audience, Mayor Pro Tem Adams closed the hearing at 7:41. White made a motion to adopt Ordinance Resolution 2025-09 and increase the salaries of the Council members and Mayor starting in January. Skinner seconded the motion. Motion carried 4-0. White made a motion to waive the second and third readings of Ordinance Resolution 2025-09, Skinner seconded. Motion carried 4-0. The fines for the North Station Street property were discussed. There was also some concern expressed about the outhouse that still remains on the property. Gerke to send a letter regarding these matters to the property owner. NEW BUS: The sheriff's report had zero contacts in Modale during November. Concerns were raised about the low amount of time spent in Modale. The MLA training dates for newly elected council members were discussed. Gerke to find out how long they have to attend the training. All present thanked Terigene White for her time on the Council. Councilmember-elect Sell suggested that we request the presence of the city attorney at the January meeting when 2026 appointments are made. Dugdale made a motion to adjourn the meeting, Skinner seconded. Motion carried 4-0.
