City of Modale The special meeting of the Modale City Council was held on March 25, 2026. Mayor Adams called the special meeting to order at 716 p.m. Council members present were Mark Long, Kathy Dugdale, Chris Skinner, Rick Sell and Tammy Cooperrider. Guest was Johnny Cooperrider Skinner made a motion to approve the consent agenda, Sell seconded. Motion carried 5-0. There were no citizen inquiries. Sell gave a report on the Landfill commission. In light of the discussion at the regular March meeting, Guest J. Cooperrider feels there isn’t enough light on the flag in the park and asked each council member to take a look and consider increasing it. Skinner reported we received the Trees Please grant for $2000. Sell reported the rolloff for the cleanup days will be delivered on Friday the 24th and be picked up on Monday the 27th. Concern for the lengthy availability was expressed. Gerke suggested the council authorize the purchase of the remaining auto readers. Marty said it would cost approximately $16,000 to $17,000 to do so. Council asked where the funds would come from; Gerke to look into the authorized usage of LOST funds. Gerke to find instructions on how citizens can get water leak alerts if they have an auto reader. Skinner made a motion to remove a late fee, Cooperrider seconded. Motion carried 5-0. A preliminary list of accounts to be sent for tax liens was shared and discussed; Gerke to send those letters out soon. Dugdale made a motion to set the budget hearing date as April 14, 2026 at 630 p.m., Sell seconded. Motion carried 5-0. Sell made a motion to adjourn, Skinner seconded. Motion carried 5-0.
