CITY OF MONDAMIN REGULAR CITY COUNCIL MEETING MINUTES Mondamin City Hall Monday, April 6, 2026 7:00 P.M. 1. Opening of Meeting a. Mayor Pro Tem Karen Breyfogle called the meeting to order at 7:00 p.m., leading those present in the Pledge of Allegiance. b. Roll Call Council members present: John Glennie, Karen Breyfogle, Mary Seago, Jim Rains, and Lacie Rife. Absent: Mayor Richard Proskocil. Staff present: Alyx Hirst and Mike Kelley. Public present: Andrew Frenking, Steve Kepford, Daniel Castillo, and Maggie Rains. c. Approval of Agenda Motion to approve the agenda by J. Rains, with a second by J. Glennie. Motion carried 5-0. d. Approval of Minutes Motion to approve March 2, 2026 meeting minutes by L. Rife and seconded by M. Seago. Motion carried 5-0. e. Approval of All Claims as Presented L. Rife made a motion to approve all claims as presented, and J. Glennie seconded. Motion carried 5-0. 2. Public Comments Maggie Rains was present to comment on the eagle at the park and to ask whether there was any way it could be saved before the tree had to be cut down. Maggie stated it was carved during our town celebration a few years ago and, along with others, wanted to see it preserved if possible. 3. Community Center/Facility Report The community center manager submitted her report to the council. 4. Library Report Marla was able to submit her report to the council. She stated that the library has been seeking two new board members to fill the vacant seats and would like the council to approve them in the upcoming month. Additionally, Marla noted that the introduction of new computers, games, and books, along with nicer weather, is contributing to an increase in library visits. 5. Fire Department Report No report was submitted. 6. Property Maintenance Report/City Attorney Report John Harrison submitted the SWIPCO Grant to help with costs associated with the demolition of the house at 409 Pine Street. Council asked for Alyx or John to follow up with the home at 307 Chestnut regarding their torn-down fence. 7. Unfinished Business None. 8. New Business a. Resolution #2026-09: Approval of Harrison County Law Enforcement Contract FY26/27 J. Rains motioned to approve the law contract for FY2026/2027. The motion was seconded by L. Rife. Roll call. All ayes. Motion carried 5-0. b. Set Public Hearing for FY2026/2027 Budget Adoption J. Glennie motioned to set the budget adoption hearing date for April 27th at 6:00 p.m. The motion was seconded by L. Rife. Motion carried 5-0. c. Building Permit: 401 Cedat St. Property owner Steve Kepford was present. He stated that the roof was not as bad as initially thought. He also stated that once the home was refinished, it would be a 5-bedroom, 3-bath home. J. Rains moved to approve the building permit for a complete renovation of 401 Cedar. The motion was seconded by J. Glennie. Motion carried 5-0. d. Building Permit: 104 S. Vine St. The permit was tabled for more information. e. Water tower maintenance plan Andrew Frenking of Viking Industrial Painting was present to speak about the services they provide. No action taken. f. Update regarding property at 409 Pine St. Discussion. Council would like to table until the city receives more bids for the demo and to see if we can secure grant funds to help cover the costs. g. Update on nuisance abatements Council wishes to notify the owners of 307 Chestnut regarding their fencing pile and requests that it be relocated. h. Update on improvements at King’s Court and approval for the painting at Unit #1 Alyx stated that the new lvp flooring was installed in Units #1 and #2 and looks great. Unit #1 requested that the living room be repainted due to flaking and falling paint. Clerk Hirst showed the council pictures that were submitted by the renter. L. Rife moved that the living room and bathroom be repainted in Unit #1. The motion was seconded by J. Rains. Motion carried 5-0. i. Removal of eagle/tree at the city park Due to the tree being diseased and dying, the council reluctantly moved to have it removed. Motion by J. Rains and seconded by J. Glennie. Motion carried 5-0. j. Approval for hiring a community center cleaning contractor Table until next month when the council can meet the candidate. k. Quote from Electric Pump for the lift station control panel Table for next month as the quote did not arrive in time for the meeting. l. Approval of hiring a clerk sub Table until next month, when the council can meet the candidate and the background check comes back. m. Set date for spring clean-up day The Council decides on May 3rd from 2-4 p.m. n. Heritage Day overview Mondamin Community Partners discussed pony rides during Heritage Day festivities. No action taken. No final decision has been made. o. Review bids for street repairs Table until more information is gathered. p. Review bids for Inserta Valve repair Bids were opened. J. Rains approves the lowest bid from Armodus in the amount of $14,700.00. The motion was seconded by L. Rife. Motion carried 5-0. q. Review bids to replace windows at the senior housing on the south side Bids were opened. M. Seago approves the lowest bid from DK Improvement in the amount of $13,641.83. The motion was seconded by L. Rife. Motion carried 5-0. 9. Mayor’s Report Nothing to report. 10. Clerk’s Report Clerk Hirst mentioned that it was a slow month, and only routine daily duties were carried out. 11. Public Works Report Mike stated that he repaired a leak in the laundry room at King’s Court and replaced broken flag poles. Mike also reported that the city would be able to profit $575 from each car hauled away from the property at 409 Pine Street. 12. Commissioner Reports None. 13. Other Business Mike stated that the school will dispatch students to assist with mulching at the library and park on April 29th. 14. Adjourn Having no further business to conduct, J. Rains made a motion to adjourn the meeting. Seconded by L. Rife. Motion carried 5-0.
