CITY OF MONDAMIN REGULAR CITY COUNCIL MEETING MINUTES Mondamin City Hall Monday, August 3, 2026 7:00 P.M. 1. Opening of Meeting a. Mayor Richard Proskocil called the meeting to order at 7:03 p.m., leading those present in the Pledge of Allegiance. b. Roll Call Council members present: John Glennie, Karen Breyfogle, Jim Rains, and Mary Seago. L. Rife arrived at 7:07 p.m. during public comments. Absent: None. Staff present: Alyx Hirst and Mike Kelley. Public present: Lee Zion, John Harrison, Lewis Dominiack, Tony Dominiack, Grant Dominiack, and Calvin Dominiack. c. Approval of Agenda Motion to approve the agenda by K. Breyfogle, with a second by J. Glennie. Motion carried 4-0. d. Approval of Minutes Motion to approve July 8, 2026, meeting minutes by J. Glennie and seconded by K. Breyfogle. Motion carried 4-0. e. Approval of All Claims as Presented K. Breyfogle made a motion to approve all claims as presented, and M. Seago seconded. Motion carried 4-0. 2. Public Comments Lewis Dominiack was present to fulfill his requirement for his Eagle Scout Badge. His requirement was to ask a member of his local government about a community issue, what is being done about it, and how young people can help. Lewis wanted to discuss abandoned properties that were discussed at the June council meeting, asking whether they are still an issue in the town. The council stated that yes, these abandoned homes are still an issue and are currently in the court system, so there isn’t anything young people can do to help. Also, most of these abandoned properties are dilapidated, so it would be dangerous for young people to be on the property or in the houses. 3. Community Center/Facility Report The community center manager submitted her report to the council in their council packet, stating rentals have been slow, only 2 last month. 4. Library Report Marla passed along her report to the council. She reported that patron visits have been increasing and she has had success with young kids visiting, playing with the new items, and being well-behaved. Marla is looking forward to the Library Crawl in September. 5. Fire Department Report None 6. Property Maintenance Report/City Attorney Report Clerk Hirst stated that as of June 18, 2026, the city has taken ownership of the abandoned property at 301 N Main St. Alyx also stated that the council should view the property and consider what they would like done to it. John Harrison outlined several options. John Harrison also reported that the property at 409 Pine St. has been demolished and that the council should consider what they would like to do with the lot. John also reported on the property at 410 N Main, and Clerk Hirst noted that some properties need a weed notice sent out. 7. Unfinished Business None 8. New Business a. Building Permit: 202 N Clark St. K. Breyfogle motioned to approve the building permit for a fence at 202 N Clark St. The motion was seconded by J. Rains. Motion carried 5-0. b. Building Permit: 210 N Main St. Postpone until a later date c. L.O. Sandbar: Liquor License Renewal 10/02/2026-10/01/2027 Motion by K. Breyfogle and seconded by L. Rife to approve the L.O. Sandbar liquor license from 10/02/2026 to 10/01/2027. Motion carried 5-0. d. Propane Prepay Discussion. J. Glennie stated he would call around to get the best price. Alyx stated she would let him know how much credit we had on our Heartland Co-op accounts. e. Waste Collection Alternatives Clerk Hirst stated she contacted other competitors, and switching companies didn’t make sense. R & S Waste was the cheapest, and even if other competitors could match their monthly fees, it still wouldn’t make sense to switch just to match costs when the city is happy with the service R & S Waste provides. f. Update regarding splash pad repairs and consideration of bid After assessing the splash pad features, it was determined that many solenoid valves would need to be replaced. A quote from Commercial Recreation Specialists was provided to council for review. K. Breyfogle moved to approve the quote from Commercial Recreation Specialists in the amount of $569.24. The motion was seconded by L. Rife. Motion carried 5-0. g. Update to King’s Court Unit #1 Clerk Hirst stated that the vinyl flooring was installed in the kitchen and bathroom and looks great. The trip hazards have been resolved. She also stated that the refrigerator was delivered and that the painter had completed the ceiling and was starting on the walls. The unit should be ready for move-in by next week. h. Discussion and action regarding newly acquired abandoned property at 301 N Main Options discussed for the newly acquired property include selling it as is and applying for another grant to tear the house down. No action taken at this time. i. Discussion and action regarding recently demolished property at 409 Pine St. Discussion. Council agrees they want to sell the lot for residential housing. They would like Clerk Hirst to follow up with the city attorney to discuss further steps. j. Consideration to survey water plant ground at 501 Cedar for future sale of lots M. Seago expressed her desire for the land to be surveyed, as it fell within the allocated budget for that purpose. The discussion included the floodplain status. A motion was made by K. Breyfogle, seconded by L. Rife, to commission a survey of the land. The motion was unanimously approved with a vote of 5-0. k. Consideration to add an additional public comments section under New Business for residents to speak on matters that were voted on Discussion. Council feels that adding another comment section would be redundant, as Mondamin has one at the beginning of the agenda. A motion by M. Seago, seconded by J. Glennie, to leave the agenda as is. Motion carried 5-0. 9. Mayor’s Report Nothing to report. 10. Clerk’s Report Clerk Hirst wanted to thank Danyell Peasley for helping her out in July while she was absent. Alyx stated that Danyell did a great job and hopes that she will want to fill in as needed. Alyx also stated that she will be working on year-end reporting this month and will continue to work on projects that need to be completed. 11. Public Works Report Mike stated that he assembled the new street signs and would have help from Davey Rife this fall to install them all. Mike reported on the water plant grounds, stating that the person we originally thought would bail the field no longer had interest in doing so. Mike discussed the skid loader and the repairs that had to be made. He thanked his sub, Brad Hopkins, for his time while Mike was on vacation at the beginning of the month. Lastly, Mike stated that he had repaired a small sinkhole that was noticed by one of our council members. 12. Commissioner Reports None 13. Other Business Clerk Hirst wanted to discuss ideas for the King Grant Application coming this fall. 14. Adjourn Having no further business to conduct, K. Breyfogle made a motion to adjourn the meeting. It was seconded by L. Rife. Motion carried 5-0.
