CITY OF MONDAMIN REGULAR CITY COUNCIL MEETING MINUTES Mondamin City Hall Monday, February 1, 2021 7 P.M. 1. Opening of Meeting a. Mayor Maggie Rains called the meeting to order at 7:08 p.m., leading those present in the Pledge of Allegiance. b. Roll Call Council members present: James Rains, Mary Seago, Karen Breyfogle, Jerry Shelton, and Terry Coyle. Staff present: Alyx Hirst, and Steve Hinkel. Public Present: Fred & Andrea Pettid. c. Approval of Agenda Motion made to approve agenda by K. Breyfogle, with a second by T. Coyle. Motion carried 5-0. d & e. Approval of Minutes T. Coyle made a motion to approve January 4th regular meeting minutes. Seconded J. Rains. Motion carried 5-0. K. Breyfogle made a motion to approve January 18th special meeting minutes and it was seconded by J. Shelton. Motion carried 5-0. f. Approval of JEO Engineering Invoice (Water Plant Project) K. Breyfogle made a motion to approve JEO Engineering claim in the amount of $44053.60. Motion seconded by T. Coyle. Motion carried 5-0. g. Approval of Claims J. Shelton made a motion to approve claims listing as presented. Seconded by J. Rains. Motion carried 5-0. 2. Public Comments Fred and Andrea Pettid were present to discuss emotional support animals within the city’s animal control ordinance. Mayor Rains reported that she is awaiting further guidance from our city attorney. 3. Old Business a. Ordinance #2021-01: Second Reading - Title IV, Chapter 1, Animal Control and Adding Title IV, Chapter 2, Urban Chickens Motion to approve second reading of Ordinance #2021-01 by J. Shelton and seconded by T. Coyle. Motion carried 5-0. Motion by K. Breyfogle to wave 3rd reading. Seconded by J. Rains. Motion passed unanimously. 4. New Business a. Resolution 2021-04: Official Newspaper for the City of Mondamin Motion to approve Resolution 2021-04, which designates the Missouri Valley Times News as the official newspaper for the City of Mondamin by J. Rains. Motion was then seconded by T. Coyle. Roll call. All ayes. Motion carried 5-0. b. Resolution 2021-05: Official Attorney for the City of Mondamin Motion to approve Resolution 2021-05, which designates Todd Argotsinger as the official city attorney for the City of Mondamin by J. Shelton. Motion was seconded by K.Breyfogle. Roll call. All ayes. Motion carried 5-0. c. Approval of archaeological bid (water plant project) J. Rains motioned to follow JEO Consulting Group recommendations and award Consulting Archaeological Services the bid in the amount of $1,650.00.Motion was seconded by T. Coyle. Motion passed unanimously. d. Keep Iowa Beautiful Grant K. Breyfogle motioned to approve projects for Keep Iowa Beautiful Grant Application. Projects include paint costs for painting of city buildings. Seconded by J. Rains. Motion carried 5-0. e. PeopleService Contract Discussion was held. J. Shelton motioned to approve PeopleService contract from April 1, 2021-March 31, 2024 and it was seconded by J. Rains. Motion carried 5-0. f. Steve Hinkel Comp Hours S. Hinkel requested 40 of his 72 comp hours be paid out. J. Shelton made a motion to approve S. Hinkel’s request and pay out 40 hours of comp time. M. Seago seconded the motion. Motion carried 5-0. g. Closed Session: Possible Real Estate Purchase for Water Treatment Plant Motion for the closed session to begin at 8:06 p.m. by K. Breyfogle. Motion was seconded by T. Coyle. Motion carried 5-0. Motion to end closed session at 8:24 p.m. by K. Breyfogle. The motion was then seconded by T. Coyle. Motion carried 5-0. h. Real Estate Proceedings K. Breyfogle motioned to instruct Mayor, M. Rains and the city attorney, Todd Argotsinger, to commence negotiations for the purchase of real estate for the new water treatment facility. Motion was seconded by J. Rains. Roll call. All ayes. 5. Mayor’s Report Mayor Rains submitted a report to the council. Mayor Rains reported that she and councilmember K. Breyfogle have been updating the Mondamin Employee Handbook. M. Rains discussed working with the city attorney and the Iowa League of Cities regarding the new water treatment plant. Mayor Rains reported on the EMA budget meeting and the EMA/911 Director’s retirement at the end of June, 2021. Lastly, Mayor Rains has still be in contact with owner & son regarding possible land parcel exchange; stating that there are no time restrictions. 6. Clerk’s Report Clerk Hirst reported that she met with Gary Stevens for the remaining bid on the sidewalk project at the city park. Clerk Hirst discussed working on the Max Tax Levy and end of year reporting as well as starting on the new company file for bookkeeping. Lastly, Clerk Hirst reported Budget FY2021/2022 has been keeping her busy. 7. Public Works Report S. Hinkel reported that he had been in contact with contractor to look at the storm sewer on N. Clark St. regarding the drainage issue. Steve also reported that pushing snow has been keeping him very busy. 8. Community Center/Facility Report No one from the community center was present. The community center manager sent in monthly report. The community center board president sent in monthly report. 9. Library Report No one from the library was present. 10. Fire Department Report Fire Chief was not present, however, sent Clerk Hirst an email to deliver to the council and mayor. Chief Rife reported that they assisted Pisgah with a structural fire and that was the only fire in January. B. rife stated that he has been working with IMWCA, the city’s work comp. provider, gathering the information they have requested. 11. Commissioner Reports - K. Breyfogle has been working with Mayor Rains on updating the Mondamin Employee Handbook. - B. Rife attended several EMA meetings regarding how to move forward with Director Oliver’s retirement in June. Brian also stated that they have been working on the EMA budget for FY2021/2022. 12. Other Business a. Building Permit: 200 N Clark T. Coyle motioned to approve building permit at 200 N. Clark. Motion was seconded by J. Rains. Motion carried 5-0. 13. Adjourn Having no further business to conduct, K. Breyfogle made a motion to adjourn the meeting. Seconded by T. Coyle. Motion carried 5-0.
