CITY OF MONDAMIN REGULAR CITY COUNCIL MEETING MINUTES Mondamin City Hall Monday, May 4, 2026 7:00 P.M. 1. Opening of Meeting a. Mayor Pro Tem Karen Breyfogle called the meeting to order at 7:01 p.m., leading those present in the Pledge of Allegiance. b. Roll Call Council members present: John Glennie, Karen Breyfogle, Jim Rains, and Lacie Rife. Absent: Mayor Richard Proskocil, and Mary Seago. Staff present: Alyx Hirst, Mike Kelley, Roberta Anderson, and Marla Rife. Public present: Brandy Mace, and Maggie Rains. c. Approval of Agenda Motion to approve the agenda by J. Glennie, with a second by L. Rife. Motion carried 4-0. d. Approval of Minutes Motion to approve April 6, 2026, meeting minutes at 6:30 p.m. by J. Glennie and seconded by J. Rains. Motion carried 4-0. Motion to approve April 6, 2026, meeting minutes at 7:00 p.m. by L. Rife and seconded by J. Glennie. Motion carried 4-0. Motion to approve April 27, 2026, meeting minutes at 6:00 p.m. by J. Glennie and seconded by J. Rains. Motion carried 4-0. e. Approval of All Claims as Presented J. Rains made a motion to approve all claims as presented, and L. Rife seconded. Motion carried 4-0. 2. Public Comments None. 3. Community Center/Facility Report Roberta Anderson, the community center manager, was present to introduce Brandy Mace as a replacement to take over cleaning at the community center, as she is no longer available. Roberta stated that there would be no increase in cleaning costs. Brandy agreed to take over at the same pay rate should the council approve. The manager also submitted her report to the council. 4. Library Report Marla wanted to thank Mike and the students at West Harrison for their help putting down new mulch around the library. Marla reported on some upcoming activities the library will host, noting that the libraries in the county have a “Library Crawl” planned that encourages adults to visit all of the libraries and see what they have to offer. Marla also stated that a local writer will present a storytime book and host a pajama party for the kids. Marla also requested to approve new library board members to replace those who are no longer able to attend meetings. 5. Fire Department Report No report was submitted. 6. Property Maintenance Report/City Attorney Report Council asked Alyx to follow up with the owner at 307 Chestnut regarding their torn-down fence and yard. Council also stated that the owners of 201 Pine needed to be contacted regarding their yard. 7. Unfinished Business a. Building Permit: 104 South Vine Street J. Rains motioned to decline the building permit until contact is made with the owners. The motion was seconded by L. Rife. Motion carried 4-0. b. Approval of hiring Brandy Mace for the community center cleaning J. Rains motioned to hire Brandy Mace to replace Roberta Anderson for the cleaning at the community center at the same pay rate. The motion was seconded by L. Rife. Motion carried 4-0. 8. New Business a. Approval of new library board members Librarian Marla Rife requests that Bill Nelsen and Mary Moore replace the seats of Jess Hopkins and Carol Birdsall on the library board. L. Rife motioned to approve the request, and it was seconded by J. Glennie. Motion carried 4-0. b. Review bids and possible approval for street repairs Alyx stated that both she and Mike spoke with the interested contractors to ensure the bids had the same line items and were as close as possible to being “apples to apples.” After reviewing the three bids received, J. Glennie moved to approve Midwest Coatings to resurface Cedar Street. The motion was seconded by L. Rife. The motion passed unanimously. c. Water plant aerator cleaning Mike stated that the contactor backed out of the bid because the company did not receive the water tower cleaning contract, so Mike would like to rent and purchase the equipment needed to clean the aerator at the water plant himself. No action taken. d. Termination of the old water plant main J. Rains moved to cap off the water main line instead of installing the inserta valve, as discussed and approved at the April council meeting, due to deterioration of the main line after the line was exposed. The motion was seconded by J. Glennie. Motion carried 4-0. e. Approval of a new pressure washer Mike stated that to clean the aerator at the new water plant, he would need a pressure washer. L. Rife moved to approve the purchase of a pressure washer as quoted and described on Amazon. The motion was seconded by J. Rains. Motion carried 4-0. f. Planting trees in the city right of way The Council discussed this topic at length, citing numerous pros and cons. Ultimately, L. Rife moved to prohibit planting or replanting trees in the city right-of-way. The motion was seconded by J. Rains. It passed 3-1, with a nay from J. Glennie. g. Addition of landscaping edge and landscape change at the city parks, Veteran Memorial Mike stated that he would like to add some landscaping edge and mulch around the Veteran’s Memorial to cover parts that will not grow grass and to make it easier to mow around. L. Rife motioned to approve the landscape change with a second from J. Glennie. Motion carried 4-0. h. Quote from Electric Pump for the lift station control panel Mike presented a quote from Electric Pump in the amount of $9,215.00. A motion to approve the quote for the new lift station panel was made by L. Rife and seconded by J. Glennie. Motion carried 4-0. Alyx asked Mike to hold off on ordering until it could be paid in the next fiscal year due to budget constraints. i. Heritage Day Parade Prizes J. Glennie moved to approve the use of $250 for parade prizes and to have the Mondamin Community Partners determine the prize amounts. The motion was seconded by J. Rains. The motion was carried 3-0, with Lacie Rife abstaining due to serving on the MCP Board. j. Heritage Day Road Closure As in previous years, Elm Street from N Noyes to N Vine and N Noyes Street from Cedar to Elm are requested to be blocked off for Heritage Day festivities. This year, the planning committee also requests that the parking lot behind the Church of Christ be blocked off for pony rides. Motion to allow the block-off requests by J. Rains, with a second by J. Glennie. Motion carried 4-0. k. Heritage Day Overview The primary challenge each year involves ensuring that parade participants adhere to the prescribed route. Flyers will be distributed to each driver, accompanied by signage to guide them accordingly. Additionally, this year's new feature will be pony rides. No action taken. l. Clerk Sub Position L. Rife moved to approve the hire of Danyell Peasley for the clerk substitute position for a trial period ending December 31, 2026, at which time the need will be assessed. The motion was seconded by J. Glennie. The motion passed unanimously. m. Chicken Application at 105 S Noyes The application for chickens and a chicken tractor was submitted and signed off by Mike, who went over the checklist to make sure all guidelines were met. A picture was also presented to council. L. Rife motioned to approve the application for chickens at 105 S Noyes. The motion was seconded by J. Glennie. Motion carried 4-0. n. Baling grass around the new water treatment facility J. Glennie moved to allow Robert Wright to bale grass around the water treatment plant for the fee of $300. The motion was seconded by L. Rife. Motion carried 4-0. o. Planting trees in memoriam at the city park Maggie Rains was present to request permission from the city council to plant a tree in the park in memory of Bud and Cleona Wilson. J. Glennie moved to approve the request, and L. Rife seconded. The motion carried 4-0. p. Post clean-up day discussion Discussion. Council reported feedback they have received since the city started hosting a fall and spring cleanup day. Thoughts about going to once a year. Council stated that it is nice for the community, that so many appreciate it, and that the cost is minimal. They would like to keep doing it twice a year. 9. Mayor’s Report Nothing to report. 10. Clerk’s Report Clerk Hirst mentioned working on daily duties. 11. Public Works Report Mike stated that he has been mowing quite a bit and filling potholes. He also stated that Christi Jones has been doing an awesome job painting and cleaning the park bathrooms. Mike also reported that the Bobcat isn’t working well and will need to be looked at. 12. Commissioner Reports None. 13. Other Business The splash pad will be open from Memorial Day weekend to Labor Day weekend, 10 am to 8 pm. Discussion about removing the vinyl coverings around the park shelter pillars. 14. Adjourn Having no further business to conduct, L. Rife made a motion to adjourn the meeting. Seconded by J. Rains.
