CITY OF MONDAMIN REGULAR CITY COUNCIL MEETING MINUTES Mondamin City Hall Monday, October 7, 2025 7:00 P.M. 1. Opening of Meeting a. Mayor Jamie Howrey called the meeting to order at 7:00 p.m., leading those present in the Pledge of Allegiance. b. Roll Call Council members present: Lacie Rife, John Glennie, Mary Seago, and Karen Breyfogle. Absent: Jim Rains – who submitted his resignation due to health reasons. Staff present: Alyx Hirst and Mike Kelley. Public present: Chelsea & Ben McDermott, Pam Hinkel, Dave Tallon, and Marla Rife, librarian. c. Approval of Agenda Motion to approve the agenda by J. Glennie with a second by K. Breyfogle. Motion carried 4-0. d. Approval of Minutes Motion to approve September 8th, 2025 meeting minutes by K. Breyfogle and seconded by M. Seago. Motion carried 4-0. e. Approval of All Claims as Presented J. Glennie made a motion to approve all other claims as presented, and K. Breyfogle seconded. Motion carried 4-0. 2. Public Comments None. 3. Community Center/Facility Report September report was submitted to the council by the community center manager. 4. Library Report Librarian, Marla Rife, was present to report for August and September. Marla stated that in August, the library held a back-to-school book bag drawing for one boy and one girl. The winners were very excited about their new bags and all the school supplies that the library board president donated. Marla also mentioned that the booth she set up at the park for Boo Bash was a complete success, with lots of participation from children. Marla’s goals for September are to think of new activities and ideas to bring people into the library. Lastly, Marla reported on the new library share program, which allows our library to request books from other libraries that we don’t currently have. This helps with expenses but still allows patrons to access the books they want to read. 5. Fire Department Report Nothing new to report. 6. Property Maintenance Report (John Harrison, Bluffs Inspection Service) a. Update on owner’s progress at 401 Cedar Street Neither Emilie nor Joseph Favinger was present to give a report. No progress has been made. Clerk Hirst stated that there have been more complaints about this property. Neighbors reported downed logs and limbs, weeds everywhere, high grass, trash in various spots, an outside door wide open, among other nuisances. The council asked Clerk Hirst to follow up with John Harrison and send an email to the homeowners first to see if they will clean it up before we begin with abatement. 7. Old Business None. 8. New Business a. Public Hearing for the sale of city-owned lot at 107 S Main St. (Parcel:500002233900000) Motion to open the public hearing was made at 7:23 p.m. by K. Breyfogle and seconded by M. Seago. The motion carried 4-0. There was a discussion with two interested parties about the land, including how much they would be willing to pay and what they planned to do with the lot. Chelsea and Ben McDermott stated they would like to put up a building to store their classic cars within the next 5-10 years. Bob and Ruth Neill told the clerk they wanted the property because it is adjacent to theirs, and they wanted a yard. Their initial offer was $2,850, but if needed, they would pay up to $4,000 for the parcel. McDermott’s initial offer was $3,000, but they would not spend more than $3,500. Motion to close the public hearing was made at 7:28 p.m. by K. Breyfogle and seconded by J. Glennie. Motion carried 4-0. b. Resolution 2025-10: Resolution Authorizing Property Sale M. Seago motioned to approve Resolution 2025- 10, and L. Rife seconded it. Roll call. All Ayes. Motion carried 4-0. The Resolution 2025-10 states that it is in the best interest of the city to sell all of Lot Five (5) and Lot Six (6), Block Six (6), Original Town of Mondamin, Harrison County, Iowa, to Robert and Ruth Neill for $4,000. c. Community Center King Grant Proposal Dave Tallon, from both the American Legion and the Mondamin Community Center, was present to discuss what he would like to apply for through the King Foundation Grant this year. Items such as a reverse osmosis system, roasters, entry mats, table coverings, locks, new art prints, and a freezer were among the items discussed. d. Library King Grant Proposal Marla Rife, director of the Mondamin Library, attended to discuss items for consideration for the King Foundation Grant this year. Items include boardroom chairs, new computers, magnetic puzzles, and new books. e. 501 Cedar (water plant ground) Discussion. Councilwoman Mary Seago thought it would be a wise idea to try and sell the additional land around the new water treatment plant to a developer. However, knowing that it will take some time, it would be wise to see if a farmer would like to use the land for hay baling. f. City-owned abandoned property located at 409 Pine St. Discussion. Mike Kelley asked how we could get rid of abandoned vehicles and camper without the titles. Council asked Clerk Hirst to reach out to the city attorney about ownership documents. g. Resolution 2025-11: Resolution Approving the 2025 Street Finance Report K. Breyfogle motioned to approve Resolution #2025-11. L. Rife seconded the motion. Roll call. All ayes. Motion carried 4-0. 9. Mayor’s Report None 10. Clerk’s Report Clerk Hirst reported that she is still working with Williams & Company on the city’s audit. She stated that tree removal proposals were sent out, and bids will be accepted until October 29th. Alyx also reported that she had completed the Street Finance Report and that the Annual Financial Report will be completed by the end of the month. 11. Public Works Report Mike reported winterizing the splashpad and the park bathrooms. He also installed the new bench swing at the city park. Mike stated that new aerators need to be purchased for the sewer lagoon. 12. Commissioner Reports None 13. Other Business None 14. Adjourn Having no further business to conduct, K.
