City of Pisgah City Hall – Council Meeting Minutes Wednesday – April 16, 2025 – 6:00 P.M. Call to Order: Mayor Mitsch 6:00 p.m. Pledge of Allegiance: 6:01p.m. Roll Call: S Baumfalk, M Dreessen, N Madsen, (A Beers & K Wilson, Absent) Mayor B Mitsch, City Employees; T Noah & H Nejedly Approval of Agenda: 1st N Madsen 2nd M Dreessen Ayes – 3-0 Approval of Minutes and Bills: 1st M Dreessen 2nd S Baumfalk Ayes – 3-0 Approval of Financial Report: 1st S Baumfalk 2nd N Madsen Ayes – 3-0 Visitors: Attorney C Fichter Mayor and/or Commission Reports: N Madsen – Parks & Sewer, M Dreesen – Water, Mayor B Mitsch Landfill Commission, S Baumfalk – EMA Public In-Put: Old Business: * Property Clean-up, Updates, Plans for 312 1st St: Attorney C Fichter filed and received the documentation granting the City of Pisgah this property, but the Harrison County Treasurer stated to T Noah that taxes are still owed. Discussion was had about two other properties that are not in compliance with city ordinances and a motion was made that C Fichter send “Notice Letters”; 1st M Dreessen 2nd S Baumfalk Yes – 3-0. Attorney Fichter advised the council their budget is good, and any projects needing attention should get started. * Storm Damage & Repairs: T Noah reported that he submitted a financial request to the County EMA for assistance. He is still waiting for the replacement parts for the lift station generator. New Business: * Public Hearing Proposed Budget: The Mayor opened the hearing at 6:42 p.m. and closed it at 6:59 p.m. Motion was made to approve the budget, and the mayor did a roll call vote; 1st N Madsen 2nd S Baumfalk 3rd M Dreessen Yes – 3-0 * Loan Resolution: Motion was made to approve the Loan Resolution #4162025-A and the mayor did a roll call vote; 1st M Dreessen 2nd S Baumfalk 3rd N Madsen Yes – 3-0 * Woodwick Construction Building Permit: Council approved; 1st N Madsen 2nd S Baumfalk Yes – 3-0 * Work Comp Review: T Noah had double hernia surgery and informed the council that due to this on-the-job injury the insurance company will require the city to have an action plan. * Purchase Manhole Lift: T Noah researched manhole lifts and found a system that will work, council approved purchase of manhole lift. * Hiring or Contract Labor: An ad was placed in the Grapevine newspaper and posted at the Post Office, Bank and Corner Store. Clerk Report: H Nejedly continuing to work as contract help. Maintenance, Water and Sewer Report: T Noah – Informed the Council that all paperwork has been submitted to the USDA for the water project. The announcement should be made soon and If funding is acceptable the project will move ahead. Fire Department: T Noah – Reported the department is doing well and they have a new volunteer member.
