City of Pisgah City Hall – Council Meeting Minutes Wednesday – March 26, 2025 – 6:15 P.M. Call to Order: Mayor Mitsch 6:19 p.m. Pledge of Allegiance: 6:20 p.m. Roll Call: S Baumfalk, M Dreessen, A Beers, N Madsen (Absent) & K Wilson, (Absent) Mayor B Mitsch, City Employees; T Noah & H Nejedly Approval of Agenda: 1st S Baumfalk 2nd M Dreessen Ayes – 3-0 Approval of Minutes and Bills: 1st M Dreessen 2nd S Baumfalk Ayes – 3-0 Approval of Financial Report: 1st M Dreessen 2nd S Baumfalk Ayes – 3-0 Visitors: Mayor and/or Commission Reports: N Madsen – Parks & Sewer, M Dreesen – Water, Mayor B Mitsch Landfill Commission, S Baumfalk – EMA Public In-Put: Bruce Smith (not on the agenda and ignoring protocol for meeting etiquette) – Questioned why the town ran out of water and why the town did not have a generator when the city of Pisgah lost power due to the storm on Wednesday 3/19/25.T Noah explained that he had filled the water tower to full capacity knowing power outages were likely to occur. When the power went out consumption increased likely due to water hoarding. Multiple requests have been made by T Noah and denied by previous councils to purchase a generator for the water system. Currently T Noah has a project submitted to the USDA. This project includes adding a generator to the water plant. If funded by the USDA these upgrades will likely be in the form of grants, and low interest loans, which is a more viable option. Old Business: * Ordinance Updates – Snow Removal and others: T Noah reported that Attorney C Fichter and he could work generic ordinance update that the Council can use and tailor them to update current ordinances that were put into place in 2012. Motion was made to accept this offer; 1st A Beers 2nd M Dreessen Ayes – 3-0 * Property Clean-up, Updates, Plans for 312 1st St: Decision was made to table this item until next meeting. New Business:* Storm Damage & Repairs: T Noah reported that he is working with the county EMA on possible funding that could help with damage repairs. * Generator Repairs: Lift station generator failed during the storm and needs to be repaired. T Noah reported that he is waiting on quotes. * Updates on Water Project: The USDA Grant fund announcements should be released by May 2025. * Updates on Park Insurance Repairs & Grants: City Hall is still undergoing some repairs. Projects will start soon at the park for updates and repairs. The city will be taking bids on concrete work. Clerk Report: H Nejedly continuing to work as contract help. Maintenance, Water and Sewer Report: T Noah – Informed the Council that part-time help is still needed. Mayor made a motion to advertise for part-time help again; 1st A Beers 2nd S Baumfalk Ayes – 3-0 Fire Department: T Noah – Reported the fundraiser went well and the Dept crew is good. Always looking for more volunteers. Open Discussion: T Noah reported that letters have been sent out due to continued vandalism in the city parks from groups of unattended children. There have been multiple complaints from people who have witnessed this. Along with the letters a copy of the current ordinance was included, informing residence of the process the city will take to protect the properties for everyone to enjoy.
