CITY OF WOODBINE REGULAR CALLED CITY COUNCIL MEETING Thursday, February 12th, 2026 – 6:30 P.M. Council Chambers – Woodbine, IA The regular council meeting of the City of Woodbine, Iowa was held pursuant to law on the above date and hour. Mayor Rob Cogdill called the meeting to order with the following members present: LENNING, POORE, BANTAM, MANN & SNEED. Mayor Cogdill led the pledge of allegiance. Motion Bantam/Mann to approve the agenda. Ayes: 5, Motion carried. Motion Poore/Sneed to approve the following items on the consent agenda: a) approve and waive the reading of the minutes for 1/14/2026, b) approve the bills/receipts as presented, c) approve Cash & Investment reports – January 2026, d) approve Budget Report - January 2026, e) approve liquor licenses for: FoodLand, Dollar General & Good Fellows. Ayes: 5, Motion carried. Mayor Report: Cogdill apologized for being ill and having to cancel the Council’s planning session on 1-28-26. He did have a video conference with WCSD Superintendent Wagner regarding the ball fields. They agreed the current arrangement is working and will continue. Citizen Input – None Motion Poore/Lenning to table the discussion on a TIF agreement or Tax Abatement with Foodland until the March 11th regular Council Meeting. Ayes: 5, Motion carried. Motion Bantam/Mann to approve an annual Main Street Pledge of $10,000 per year for the next 3 years. Ayes: 5, Motion carried. Consensus was reached to table the Façade Grant Program until more definite budget numbers are available for FY26-27. No action taken Motion Poore/Bantam to approve Resolution #2026-1 setting the Public Hearing for Maximum Tax Levy for FY26-27 for March 23rd at 7:30am. Ayes: 5, Motion carried. Motion Lenning/Mann to approve Resolution #2026-2 to adopt LOSAP Program for the fire department. Ayes: 5, Motion carried. Motion Poore/Bantam to waive 2nd & 3rd readings on Ordinance Amendment #2026-2-1 amending Title II, Chapter 9-Library Board, reducing board members from 7 to 5. Ayes: 5, Motion carried. Motion Poore/Sneed to adopt Ordinance Amendment #2026-2-1 amending Title II, Chapter 9-Library Board, reducing board members from 7 to 5. Ayes: 5, Motion carried. Motion Bantam/Sneed to approve O & M Manual for Gas Dept. Ayes: 5, Motion carried. Motion Poore/Lenning to approve purchasing a new service truck, for $48,532, for the Gas Dept and to sell the flatbed truck. Ayes: 5, Motion carried. Consensus was reached to hold the next Council Planning Session on March 4th at 5:30pm in the Council Chambers. No action taken City Administrator Koch informed council she had sent out reminders to register pets (with an additional $20.00 late fee) and to register golf carts for 2026. A date for union negotiations has not been set yet due to a strike in Omaha but will hopefully be March 3rd. She is still working on the codification project. The council members tablets were distributed at this meeting. The exit interview for the FY25-26 audit will be Monday February 16th. Public Works Director Androy reported they replaced 128 meters, processed 303 locates and followed up on 22 gas leak calls, installed 3 new services with 500’ of main installed, moved 1 service and wrapped 26 risers in FY 24-25. Hick’s last day will be March 13th. Water and sewer work at FoodLand will begin this weekend, JEO’s estimate for replacement of 8th St, including water and sewer infrastructure, came in at 3.9 million. JEO also reported the lagoons report is 90% complete. JEO thinks the best option is to put a diffuser in at the river for $800,000. JEO will come to the March 11th regular council meeting.
