Harrison County Board of Supervisors May 7, 2026 Chairman Brian Rife called the meeting to order at 9:00am in the Harrison County Boardroom with members Tony Smith and Rebecca Wilkerson in attendance. Motion to approve the tentative agenda was made by Smith, second by Wilkerson. Motion carried. Minutes from April 30th were approved on a motion by Wilkerson, second by Smith. Motion carried. Attendance: Auditor Megan Reffett, Paul Rhoten, Michele Stirtz, David Sherer, Tina Fagan, Todd Denton, Rashelle Wohlers, Lary Clark FY26 Budget Amendment Public Hearing Chairman Brian Rife opened the meeting as advertised. No comments were heard from the public. Motion to close the public hearing by Smith, second by Wilkerson. Motion carried. FY26 Budget Amendment Motion to approve the budget amendment as presented by Wilkerson, second by Smith. Motion carried. FY26 Budget Amendment Appropriations RESOLUTION 2026-008 Change in Appropriations Resolution WHEREAS, the appropriations for the 2025-2026 fiscal year were approved by the Board of Supervisors on July 10, 2025, with a budget amendment occurring on May 7, 2026; WHEREAS, some departments have exceeded these appropriations and are in need of a Board resolution to change their appropriations; THEREFORE, the Board of Supervisors hereby approves the following changes to the appropriations to be made effective immediately. 10300, Operating Transfer, $10,000 01060, Administration, $41,400 01100, Criminal Prosecution, $6,700 01050, Adult Correction Services, $11,000 01600, Juvenile Victim Restitution, $2,000 03410, Other Social Services, $2,800 03520, Opioid Litigation Settlement, $10,000 06120, Recreation and Environmental Education, $2,000 09110, Data Processing Services, $6,700 10210, Conservation Land Acquisition, $100,000 01230, E911 Service Board, $895,000 08010, Local Elections, $15,000 08020, Township Officials, $250 09100, General Services, $7680 Motion to approve the amendment appropriation resolution by Smith, second by Wilkerson. Smith Aye. Wilkerson Aye. Rife Aye. Motion carried. Fraizer Drainage District Discussion The Board, acting as drainage trustees, discussed a petition to clean out the Frazier Drainage Ditch. Also present was Michelle Kersten, Drainage Clerk. The board discussed pros and cons of cleaning the ditch out this spring versus this fall. Both options would leave landowners with possible crop damage from either the clean out process or from water backing up. Wilkerson made a motion to have the entire ditch cleaned out this spring. A motion to clean out the entire Frazier ditch this spring was made by Wilkerson, second by Smith. Wilkerson Aye, Smith Aye, Rife Nay. Motion carried. C&R Levee Michelle Kersten, Drainage Clerk, presented the Board acting as Trustee’s for the C&R Levee, an invoice to Time Reporter for publication of a meeting held in Pottawattamie County on February 24, 2026, in the amount of $51.35. Rife requested this to be tabled due to an error on the agenda not reflecting the correct invoice amount. Resignation Letter Chairman Rife requested there be a change to resignation letter for the effective date to May 31st instead of June 1st. The Board accepted with a motion from Smith, second by Wilkerson. Motion carried. Discussion on Risk Manager Job Duties The Board reviewed an updated job description for the risk manager position. The Board requested to review it and discuss the next steps next week. Sawmill Hallow Organic Farm Liquor License Motion to approve by Wilkerson, second by Smith. Motin carried. Lucky Wife Wine Slushies Liquor License Motion to approve by Smith, second by Wilkerson. Motion carried. RAGBRAI Vendor Discussion The Board discussed the route that will be in Harrison County and what the concerns and benefits to the county would be. Rife will speak with Monona County and see why they chose to ban vendors in the County. The Board will discuss it further at a future meeting. Discussion on Courthouse Smoke Detectors The Board discussed the option of having smoke detectors in the Courthouse. They discussed the cost of updating smoke detectors in the Courthouse and what would be required if they did. Discussion on increasing the number of fire extinguishers instead of installing smoke detectors as a compromise was held and the board agreed to look into that option first. Flag Raising and Lawyer Oath Renewal Ceremony The Board attended the flag raising and lawyer oath renewal ceremony for the Iowa State Bar Association. Harrison County Attorney Sarah Delanty was presented with a commemorative flag to celebrate the 250th anniversary of the United States. A ceremony for the renewal of the lawyers oath was also held. Comments David Sherer – Gave updates on HHS and Public Health Michelle Stirtz – Comments on the County’s recording resolution and Boardroom set up Todd Denton – Comments encouraging citizens to attend meetings and voice their concerns With business of the day completed, the Board adjourned on a motion by Wilkerson, second by Smith.
