HARRISON COUNTY LANDFILL COMMISSION MEETING MINUTES December 11th, 2025 The HCLC regular meeting was called to order at 10:30 a.m., December 11th, 2025 by Vice Chairman Anderson. Roll call showed Representatives: Rife, Breyfogle, Dugdale, Shearer, Bantam, Woodward. Chairman Struble arrived at 10:40 a.m. Also in attendance was Manager Tyler Hinkel. Item #1) Approval of agenda. Motion was made by Rife and seconded by Breyfogle to approve the agenda. 7 ayes. Item #2) Review of the Meeting Minutes, from 11/13/25 and 11/25/25. Motion was made by Shearer and seconded by Breyfogle to approve 11/13/25 and 11/25/25 meeting minutes. 7 ayes Item #3) Chairman Struble arrived. The budget and claims were reviewed. The board went through the bills submitted for the month and the checking and savings accounts. Motion was made by Rife and seconded by Anderson to approve the budget and claims. 8 ayes Item #4) was for Questions/Concerns/Misc. Information that the Representatives or Hinkel has: Hinkel updated the board on the improvements made at the landfill. Hinkel spoke about operating the landfill on windy days. When conditions do not allow for dumping at the tipping face of the landfill, the HCLC keeps the customer convenience center open allowing small loads to be dropped off. As soon as the wind subsides staff sends out an alert to the garbage hauling companies, allowing them to still get their loads dumped as long as the conditions allow it. Staff stays onsite and completes other tasks. Item #5) Reports – Drop-Box Recycling Reports – Misc. Information/New Articles were looked at. Item #6) EMS report –. Hinkel gave a brief update of the Christmas light recycling program. Item #8) Discussion to purchase a 2021 Komatsu PC240 excavator for $175,000. Anderson made the motion to purchase the excavator for $175,000 Shearer Seconded. 8 ayes. Motion to adjourn at 10:53 a.m. by Breyfogle seconded by Anderson 8 ayes.
