HARRISON COUNTY LANDFILL COMMISSION MEETING MINUTES June 12th, 2025 The HCLC regular meeting was called to order at 10:30 a.m., June 12th, 2025 by Chairman Struble. Roll call showed Representatives: Rife, Breyfogle, Weigelt, Kerger, Anderson, Dugdale, and Woodward. Also in attendance was Manager Tyler Hinkel. Item #1) Approval of agenda. Motion was made by Weigelt and seconded by Breyfogle to approve the agenda . 8 ayes. Item #2) Review of the Meeting Minutes, from 5/8/25. Motion was made by Breyfogle and seconded by Anderson to approve 5/8/25 meeting minutes. 8 ayes Item #3) The budget and claims were reviewed. The board went through the bills submitted for the month and the checking and savings accounts. Motion was made by Rife and seconded by Breyfogle to approve the budget and claims. 8 ayes Item #4) was for Questions/Concerns/Misc. Information that the Representatives or Hinkel has: Item #5) Reports – Drop-Box Recycling Reports – Misc. Information/New Articles were looked at. Item #6) EMS report Item #7 Financial Assurance Deposit- Struble motioned to deposit the budgeted amount of $45,000 toward the landfill’s Financial Assurance. Weigelt seconded. 8 ayes Item #8 Resolution 2025-2 Financial Assurance declaration- Breyfogle motioned to approve Resolution 2025-2 certifying the dedicated fund balance of $1,889,766 to be set aside for closure and post closure needs. Woodward seconded. 8 Ayes Item #9 Resolution 2025-3 Members Share of Financial Assurance. Weigelt motioned to approve Resolution 2025-3 stating the balance of each members portion of the closure post closure needs. Kerger seconded. 8 ayes Item #10 Resolution 2025-4 Rate Resolution. Breyfogle motioned to accept the rates set for FY 2026. The rate for solid waste disposal increased by one dollar to $55/ton. All other rates remain the same. Anderson seconded 8ayes. Item #11 Resolution 2025-5 FY 2026 Budget. Weigelt motioned to approve the budget for FY 2026. Anderson seconded 8 ayes. Motion to adjourn at 10:55 a.m. by Breyfogle seconded by Anderson. 8 ayes.
