HARRISON COUNTY LANDFILL COMMISSION MEETING MINUTES November 12, 2024 The HCLC regular meeting was called to order at 10:30 a.m., November 12, 2024 by Chairman Struble. Roll call showed Representatives: Breyfogle, Weigelt, Rife, Kreger, Dugdale, O’Neill. Also in attendance was Manager Tyler Hinkel. Item #1) Approval of agenda. Motion was made by Rife and seconded by Weigelt to approve the agenda . 7 ayes. Item #2) Review of the Meeting Minutes, from 10-10-24. Motion was made by Weigelt and seconded by Dugdale to approve 10-10-24 meeting minutes. 7 ayes Item #3) The budget and claims were reviewed. The board went through the bills submitted for the month and the checking and savings accounts. Motion was made by Karen and seconded by Weigelt to approve the budget and claims. 7 ayes Item #4) was for Questions/Concerns/Misc. Information that the Representatives or Hinkel has: Hinkel informed the board that GBK was on site in November for the annual Audit. Item #5) Reports – Drop-Box Recycling Reports – Misc. Information/New Articles were looked at. Item #6) EMS report – Hinkel briefed the board about the annual audit preformed by the DNR. Item #7) Discussion to accept and offer from Kody Petersen to sell the 2009 Sterling straight truck for $2000. Kerger motioned to accept the offer to sell the truck. Breyfogle seconded. 7 ayes Item #8) Discussion to sell the 2006 Terex 3-90 compactor to Browns Heavy Equipment for $40,000. Weigelt motioned to accept the offer from Browns for $40,000. Kerger seconded. 7 Ayes Item #9) Discussion about payment in lieu of vacation. Hinkel asked the board to be paid out for 40 hours of unused vacation time. Weigelt motioned to pay out these unused hours on a one time basis because of a staff shortage in the office. Breyfogle seconded. 7 ayes Item #10) Discussion about creating a new position at the HCLC for an EMR. Hinkel explained that this position would lead the EMS program and handle the scale duties. This would be an option to open the field of qualified applicants for additional help in the office. Breyfogle made a motion to add the EMR position, O’Neill seconded. 7 ayes Motion to adjourn at 11:28a.m. by O’Neill seconded by Kerger. 7 ayes.
