HARRISON COUNTY LANDFILL COMMISSION MEETING MINUTES November 25th, 2025 The HCLC special meeting was called to order at 1:00 p.m., November 25th, 2025 by Chairman Struble. Roll call showed Representatives: Anderson, Rife, Weigelt, Breyfogle, Woodward, Shearer. Also in attendance was Manager Tyler Hinkel. Item #1) Approval of agenda. Motion was made by Breyfogle and seconded by Rife to approve the agenda. 7 ayes. Item #2) Employee Compensation Discussion and Action – Manager Tyler Hinkel presented information regarding current compensation, market comparisons, and responsibilities. He also informed the board that he had received a job opportunity as director of another landfill for significantly much higher compensation. Tyler stated that his preference is to remain with the Harrison County Landfill Commission and requested that the Board consider a wage adjustment to ensure market competitiveness. The Board discussed the matter. Following discussion, a motion was made by Rife and seconded by Anderson to approve a multi-year step up in wage plan for the manager position. Approved Compensation Plan: Year 1: Increase of $8,000 to base salary effective January 1, 2026 Years 2-4: Annual step increase of $5,000 to base salary effective each January 1 of the plan period. An annual COLA to match percentage of other HCLC employees that aligns with the landfills Fiscal year budget. Roll call Vote: Rife- Yes, Anderson- Yes, Breyfogle- Yes, Struble- Yes, Woodward- Yes, Weigelt- Yes, Shearer– Yes, motion carried. Motion to adjourn at 1:26 p.m. by Breyfogle seconded by Rife 7 ayes.
