Harrison County Supervisors Meeting April 28, 2025 The Board of Supervisors met as part of the Assessor’s Conference Board. Official minutes are on file with the Harrison County Assessor. ATTEST: Megan Reffett, Auditor Brian Rife, Chairman May 1, 2025 Chairman Brian Rife called the meeting to order with members Tony Smtih and Rebecca Wilkerson in attendance. Motion to approve the tentative agenda was made by Smith, second by Wilkerson. Motion carried. Minutes from April 24th and April 28th were approved, motion by Smith, second by Wilkerson. Motion carried. Attendance: Auditor Megan Reffett, Mari Jo Mentzer, Susan Bonham, Rick Shearer, Tina Fagan, Pual Rhoten, Bonnie Castillo, Todd Noah Approval of Drainage District Quote The Board of Supervisors met as Trustees for the Ehlert Drainage District with all members present including Brian Rife, Tony Smith and Rebecca Wilkerson. Also present were Rick Shearer, Shearers Contractors, and Michelle Kersten, Drainage Clerk. Discussion was held regarding repairs on the Ehlert ditch at 101 Park Street, Woodbine. Mr. Shearer presented an estimated repair cost not to exceed more than $10,000.00 for this project with Flint Construction. This cost includes the product and installation of 20’ to 30’ of erosion stone up stream of the culvert on both sides on the ditch slopes, dirt removal on both sides to widen the ditch, equipment & labor. On a motion by Smith, second by Wilkerson, it was unanimously approved to accept this estimate as presented. Transfer from General Fund to Attorney’s Recovery Trust Fund County Attorney Sarah Delanty reviewed with the board the newly created Attorney’s Recovery Trust Fund. This fund allows the Attorney to keep 5% of their collected fees in a fund to be used at the Attorney’s discretion. The board approved the transfer with a motion by Wilkerson, second by Smith. Motion carried. Handwritten Warrant to US Bank The board approved the US Bank warrant in the amount of $6,235.78, motion by Smith, second by Wilkerson. Motion carried. MEI Training Request EMA Director Bonnie Castillo presented to the board the course that will be held in June and requested that the board send 4 people to the training. The board approved the request with a motion by Wilkerson, second by Smith. Motion carried. Family Crisis Center FY25 Payment The Board discussed the request from Family Crisis Center requesting $2,800 for FY25. The board approved the request. Motion by Smith, second by Wilkerson. Motion carried. Gas Station Property at 2nd & Main St in Pisgah The board held a discussion on the property and how to move forward. The board agreed to move forward with gifting the property to the City of Pisgah as previously discussed. Motion by Wilkerson, second by Smith. Motion carried. Set Public Hearing for Budget Amendment #2 The board set the public hearing date for May 22nd at 9:00 am in the Harrison County Boardroom. Motion by Wilkerson, second by Smith. Motion carried. Secondary Roads part-time mowers The board discussed the possibility of having the blade operators mowing their own territory and not hiring part-time mowers for the secondary roads department. The board agreed to not hire the part-time mowers, motion by Wilkerson, second by Smith. Motion carried. Utility permit for Harrison County REC The board reviewed the utility permit for Harrison County REC at 1776 250th St. Motion to approve by Smith, second by Wilkerson. Motion carried. Comment Rife provided updates on the County roadside park and the fixes that will be completed by the Railroad. Wilkerson provided comments on holding meetings at night and requested additional discussion at the next meeting. With business of the day completed, the Board adjourned on a motion by Smith, second by Wilkerson. Motion carried.
