Harrison County Supervisors Meeting August 6, 2025 The Board of Supervisors from Crawford, Harrison, and Shelby Counties met as a part of a 4- County Regional meeting. Chairman Rife and members Wilkerson and Smith attended. The Crawford County Chairman, Dave Muhlbauer, welcomed everyone and called the meeting to order and conducted the Pledge of Allegiance. Discussion – Gravel Summit Good turnout for the summit. Trial run of different applications on Deloit Boulevard. Discussion – Economic Development Bringing in Industry Water Resources Discussion – NACO – Communication w/Local Government Partners Summit USA. More counties becoming members to create a stronger rural legislative voice. CDC or Chamber contribution. Denison and Crawford County support CDC with $50,000 and $7,500 for tourism. Shelby County and Harlan support their Chamber with $10,000. The motion to approve the tentative agenda was made by Wilkerson. Wilkerson amened her motion to remove the Treasurer, second by Smith. Motion carried. Minutes from August 28th were approved with a motion by Smith, second by Wilkerson. Motion carried. Minutes from September 4th were approved with a motion by Wilkerson, second by Rife. Wilkerson Aye. Attendance: Auditor Megan Reffett, Paul Rhoten, John Rasmussen, Marilyn J Mentzer, Warren Clausen, Sandra Dickman, Tim Johnson, Jack Jones, Thad Pothast, Rashelle Wohlers, Kris Pauley, Bruce Pauley, Glenn Birks, Brad Doyle, Scott Thomas, Michael Ruma, Kim Crispin County Engineer Engineer Rassmussen gave updates on the grant application for L20 South of Missouri Valley that serves as a detour for interstate traffic. Agreement between Harrison and Pottawattamie County for Flood Resiliency Planning Study HARRISON COUNTY RESOLUTION NO. 06-0903-SR POTTAWATTAMIE COUNTY RESOLUTION NO. 51-2025 A Resolution Approving a Tentative Agreement Between Harrison and Pottawattamie Counties for a Flood Resiliency Planning Study on County Highway L20 WHEREAS, Harrison County and Pottawattamie County ("the Counties") share a common interest in improving flood resiliency on County Highway L20 near their shared boundary; and WHEREAS, the Counties desire to jointly apply for the Rural and Tribal Assistance Pilot Program Discretionary Grant between September 8th and October 8TH of 2025 to fund a planning study for this purpose; and WHEREAS, the study will evaluate roadway improvements on L20 from one (1) mile south to one (1) mile north of the County Line, and produce alternatives, environmental clearances, and draft agreements with railroads and the Iowa DOT; and WHEREAS, Harrison County has agreed to act as Lead Agency for the grant application, with either County eligible to assume that role under a subsequent 28E Agreement if the grant is awarded; and WHEREAS, Pottawattamie County agrees to reimburse Harrison County at $150/hour for documented staff time in preparing the application and administering the study; and WHEREAS, all final reports, maps, and data ("Deliverables") shall be joint property of both Counties for future planning and funding efforts; and WHEREAS, the tentative agreement will remain in effect until (a) a 28E Agreement is executed following award, (b) the study and related administrative requirements are complete, or (c) the grant application is denied; NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors hereby approve the Tentative Agreement with the other County. Cleaning Services for County Buildings Reflections cleaning owner Sandra Dickman requested comments from the board regarding cleaning services. The Board thanked her for the service that her company has provided and explained that decision to terminate services was due to cost. Hire Cleaning Personnel for Courthouse, Secondary Roads, Annex, Public Health, and LEC Discussion was held regarding what the salary range should be for the part-time employees that would be hired by the County. Wilkerson advised that she requested to see the scenarios with $17 and $18 per hour to be in line with the starting wage for public health employees. Auditor Reffett requested the minimum be set high enough to attract qualified candidates that can do the job independently. Wilkerson requested the range start at $17 per hour to give flexibility in the salary range. Motion to hire two part-time cleaning employees for the Courthouse, Annex, Secondary Roads, Public Health, and Law Enforcement Center at a range of $18 - $20 per hour to be managed and hired by the Auditor effective November 1, 2025, by Rife, second by Smith. Warren Clausen Discussion on recently sold land in part of 22-79-43 Warren Clausen gave comments and questions regarding the sale of the County owned property in part of section 22-79-43. Clausen requested the County sell the property to him for the same amount of the bid that the County received for the property to avoid having to do a survey for the property to determine the legal description. The Board advised that they accepted a bid and were legally bound to that bid from Steve Landon. Clausen requested additional information regarding the legal description of the piece of land, and it was advised that it would require research into a survey that would have been done on the property when it was originally split. Resolution to Transfer County Owned Property RESOLUTION RESOLVED, the property described as Lot number one in the Northwest Quarter of the Southeast Quarter of Section Twenty-Two (22) Township Seventy-Nine (79) Range Forty-Three (43) West of the Fifth P.M. Located in Harrison County, Iowa Parcel # 270001256500000 Shall be transferred from Harrison County to Landko Farms, LLC, conveyed by Quit Claim Deed on January 1, 2026. Motion to approve the resolution by Smith, second by Wilkerson. Smith Aye. Wilkerson Aye. Rife Aye. Discussion on Application Process for County Board appointed positions Discussion on Boards appointed positions that will be expiring on December 31, 2025, and how the Board would like to proceed with the application process. Member Smith mentioned that he would like to see a standard application for all positions. Rife requested that the department heads review the applications and bring their top 3 recommendations to the Board. Wilkerson requested that all applicants be turned into the Board for review to make the decisions rather than the department heads. Rife offered the idea of the department head, the current board president, and an employee of that department acting as a panel for the interviews. Recommendation of the department head, the current board president, and the supervisor liaison acting as the panel was also discussed. The board agreed that it would be a good compromise, giving the board input during the interview process. Courthouse Entrance Project Change Order The Board reviewed the entrance project change order in the amount of $75 which included an increase from the west side concrete replacement and a reduction for the lower cost lights that were installed. Wilkerson commented that she was not in favor due to the west side concrete being done prior to approval. Motion to approve by Rife, second by Smith. Rife Aye. Smith Aye. Wilkerson Nay. Contract for IBM upgrade for Harrison County Courthouse IT Coordinator Taryn Wegner presented the board with the proposal to purchase a new IBM to replace the current IBM that will reach end of life in January 2026. The Board requested to have additional quotes and more information before proceeding with this purchase. County Conservation Board Liquor License The board reviewed the County Conservation Board liquor license for the Welcome Center. Motion to approve by Wilkerson, second by Smith. Motion carried. Lucky Wife Wine Liquor License The Board reviewed the Lucky Wife Wine Slushie liquor license. Motion to approve by Smith, second by Wilkerson. Motion carried. Mike Ruma – Discussion on R-6 rezoning Mike Ruma brought concerns regarding the process behind the recent request for R-6 rezoning from Shayne Acrea and questioned if the Board felt they were presented with the information they needed to make that decision. Discussion on the current process for R-6 rezoning was held. Comments Marilyn J Mentzer – Comments on the application process for Board of Review. Comments on water quality issues in Harrison County. Brad Doyle – Comments on board minutes and the County’s use of RFPs. Kim Crispin – Comments on the Boards discussion on county board appointments. Brian Rife – Comments of Courthouse Entrance review and getting quotes for fire safety in the Courthouse. Tony Smith – Comments on trails meeting with MAPA. Rebecca Wilkerson – Comments on board times and what boards members serve on With business of the day completed, the Board adjourned on a motion by Smith, second by Wilkerson. Motion carried.
