Harrison County Supervisors Meeting July 24, 2025 Chairman Brian Rife called the meeting to order with members Tony Smith and Rebecca Wilkerson in attendance. The motion to approve the tentative agenda with the removal of backpay for Shane Phillips and discussion on the Little Sioux Sewer was made by Smith, second by Wilkerson. Motion carried. Minutes from July 17th and 18th were approved with a motion by Wilkerson, second by Smith. Motion carried. Claims were stamped for approval as presented. Attendance: Auditor Megan Reffett, Paul Rhoten, David Sims, Michele Stirtz, Frank Salter, Lesa Wilson, Dennis Wilson, Lacey Ardery, Rick Shearer, Lee Merritt, Stephanie Blackford Discussion/Action on Seig Ditch Clean Out Frank Salter requested the Board look at cleaning out portion of the Seig Ditch that has filled in. The Board agreed to have the work completed after the crops come out of the field. Motion to accept the request by Wilkerson, second by Smith. Motion carried. County Engineer Department Updates Sims gave updates on projects on 4th St in Little Sioux and is working with the property owner to get private property removed from the right of way. Gave updates on seal coat projects that have minor damage that the department is requesting proposals for. Sims feels that it would be better to work on the roads now before they have major damage to save money in the long run. Salary Resolution for Assistant Road Foreman The Board reviewed the resolution to approve the Assistant Road Foreman salary resolution. Resolution By action of the Board of Supervisors, the following compensation adjustment has been approved to correct the Assistant Road Foreman’s pay to match the Assistant Road Foreman pay rate. These changes will become effective immediately. Other benefits remain unchanged. The following pay rate is approved to begin immediately: Shane Phillips, Assistant Road Foreman, $34.86/hour Motion to approve by Smith, second by Wilkerson. Smith Aye. Wilkerson Aye. Rife Nay. Consider approval of GPS Tracking system for County Engineer Engineer Sims gave updates on the CEGS program that will allow for easier tracking for rock, mowing, and blading. The Board discussed the program and felt that it could be beneficial but would like to wait and allow the new engineer to make the decision. Lesa Wilson – Discussion on drainage and runoff issues Chairman Rife met with Wilson to discuss and view the issue on their property. The neighbor has done dirt work and hasn’t done anything to conserve the soil, so it is running down the hill onto their property and the road. Wilson discussed that dirt has caused the tube on their property to plug up and has caused more dirt and water to build up on their property and onto the roadway. The Board recommended that Lesa speak with the Soil and Water Conservation office to have a soil loss study done to see if there is anything that can be done. Consider approval for County Credit Card/Membership Policy The Board reviewed the updated credit card policy with the additional requirements of having prior approval for promotional and food items. Motion to approve by Wilkerson, second by Smith. Motion carried. Consider approval of handwritten warrant to US Bank The board reviewed the presented US Bank bill. Supervisor Wilkerson questioned the Conservation department purchases from Amazon. Member Smith stated that he felt the items were educational items. Motion to approve by Smith, second by Wilkerson. Motion carried. Consider approval of the payout to Trisha Cunningham The Board reviewed the vacation payout for Trisha Cunningham who has moved to a part time position. Motion to approve by Smith, second by Wilkerson. Motion carried. Consider approval of the payout to Tessa Reisz The Board reviewed the vacation payout for Tessa Reisz who resigned from Home and Public Health. Motion to approve by Wilkerson, second by Smith. Motion carried. Comment Supervisors Wilkerson and Smith provided updates on meetings they attended this week. Lee Merrit provided comments regarding the County’s corporate status Stephanie Blackford provided the Board with a County Settlement Covenant Michele Stirtz gave comments on the County’s salary increase policy With business of the day completed, the Board adjourned on a motion by Smith, second by Wilkerson. Motion carried.
