Harrison County Supervisors Meeting November 14, 2025 Chairman Brian Rife called the meeting to order at 9:45 am in the Boardroom with member Tony Smith in attendance. The motion to approve the tentative agenda was made by Smith, second by Rife. Motion carried. Attendance: Payroll Clerk Morgan Cohrs, Paul Rhoten, Brad Doyle, Shelia Phillips, Sarah Delanty and Michele Stirtz. Bank Reconciliation for Motor Vehicle and Property Tax Treasurer Phillips presented the bank reconciliations for the Motor Vehicle and Property Tax bank accounts for the month of October. Phillips also shared DOT information on the increase in county retention percentages for vehicle, drivers license and title fees. Consider Approval for Outstanding Checks Over One Year WHEREAS, the Treasurer has on her books a number of outstanding Treasurers checks over one year old; WHEREAS, the Treasurer is requesting approval to cancel these outstanding Treasurers checks by the Board of Supervisors; THEREFORE, the recommendation to the Board of Supervisors is to cancel the outstanding Treasurers checks listed below. The Board of Supervisors hereby approves the cancellation of the following outstanding warrants listed and a credit of each warrant amount shall be made to the appropriate fund. Discussion on Union Negotiations Rife and Wilkerson agreed to schedule Union Negotiations for December 11th at 10:30 a.m. Approval of County Urban Renewal Report Motion to approve as presented by Wilkerson, second by Rife. Motion carried. Auditors Office to write handwritten warrant to US Bank on November 26th Due to not having a meeting on November 27th Wilkerson and Rife agreed to allow. Motion to approve by Wilkerson, second by Rife. Motion carried. Comments Brad Doyle – Comments regarding a meeting about the TEC issue. Wilkerson - Comments on the Board of Health meeting The Board went into recess at 9:14 and resumed business at 9:30 as scheduled. Zoning Public Hearing Wilkerson motioned to open the public hearing as advertised, Rife second. Motion carried. SWIPCO representative Dani Segebart spoke with updates on Comprehensive Plan and their goals and objectives. Comment from Wilkerson to wait for Smith and plan another Public Hearing date to include Smith. No date was set. Mari Jo Mentzer asking for the comprehensive plan to be added to the county website. Matt Pitt stated it could. Request for Dan Brosnahan to rezone 2 acres from A.1 to R.1. This property is described as part of the SE SE of section 20-79-42 Request for Victoria Jones to rezone 4 acres from A.1 to R.1. This property is described as part of the SW SE of section 14-79-43 No comments were heard. Motion to close the public hearing by Wilkerson, second by Rife. Motion carried.
