Harrison County Supervisors Meeting November 21, 2024 Chairman Tony Smith called the meeting to order with members Brian Rife and John Straight in attendance. The tentative agenda was approved on a motion by Straight, second by Rife. Motion carried. Previous minutes were approved on a motion by Straight, second by Rife. Motion carried. Attendance: Auditor Susan Bonham, Taryn Wegner, Rick Shearer, Rebecca Wilkerson, Paul J. Rhoten, Rashelle Wohlers, Lacey Ardery, David Sherer, Jack Jones, Michele Stirtz West Central Community Action Wendy Mueller reviewed the program activities within Harrison County during the past year and requested their annual allocation of $4,850 for FY26. West Central provided $956,759 worth of services to county residents. Motion to approve the $4,850 allocation for FY26 was made by Rife, second by Straight. Motion carried. Ehlert Drainage District Rick Shearer reviewed options to stabilize the slope where the City of Woodbine replaced the tube at 101 Park St. The Board approved sloping back more with erosion rock at a cost of approximately $10,000. Chairman Smith would speak with the city officials about a cost share. Motion by Rife, second by Straight. Motion carried. Public Health David Sherer reviewed the employee payout of excessive carryover to Linda Sullivan. This is a one time payout in the amount of $3,363. Board would like to see more oversight in paid time off for all employees. Motion to approve by Rife, second by Straight. Motion carried. The Board approve a contract with Family Access Center in the amount of $38,550 annually for the next two years from the Opioid Settlement Funds on a motion by Straight, second by Rife. Motion carried. Conservation An employee payout for Jonah Quick in the amount of $4,397.67 was presented to the Board. On a motion by Straight, second by Rife, the payout was approved. An employee payout for Mike Weis in the amount of $12,915.23 was presented to the Board. On a motion by Straight, second by Rife, the payout was approved. Both of these employees have left the county’s employment. County Attorney’s Office Sarah Delanty reviewed office duties and the need to train current personnel to perform additional duties or hire another assistant county attorney. Handwritten Warrants The Auditor’s office requested approval to write a handwritten warrant to US Bank next week for the county’s credit card. Motion to approve by Rife, second by Straight. Motion carried. A handwritten warrant to UMB for the loan interest payment in the amount of $34,122.50 was approved on a motion by Rife, second by Straight. Motion carried. Urban Renewal Report Auditor Bonham presented the annual urban renewal report for FY24 to the Board. Motion to approve by Rife, second by Straight. Motion carried. ADA Coordinator and Title VI Coordinator Auditor Bonham submitted a letter of resignation for these two position effective immediately. Melody Oaks Trail Petition The Board received a petition to reopen and reclass the level C portion to level B on Melody Oaks Trail. The Board took no action at this time. Engineer County Engineer Steve Struble met with the Board. Crews worked on equipment in the sheds during the rain on Monday. Motorgraders were all back on the roads starting Tuesday performing routine blading, fixing potholes and pulling in rock from the shoulders before the ground freezes. Two offers of employment for truck drivers have been accepted. Approval of the Federal Aid Grant agreement in the amount of $884,000 for Loess Hills Trail asphalt overlay was approved on a motion by Rife, second by Straight. Motion carried. Closed Session A closed session per Iowa Code 21.5(1)(i) to evaluate the professional competency of an individual whose appointment, hiring, performance, or discharge is being considered when necessary to prevent needless and irreparable injury to that individual’s reputation and that individual requests a closed session. Motion to go into closed session was made by Rife, second by Straight. Roll call vote: Smith – Aye, Straight – Aye, Rife – Aye. Time: 10:30 A.M. At 11:03 a.m., the Board came out of closed session on a motion by Rife, second by Straight. Roll call vote: Smith – Aye, Straight – Aye, Rife – Aye. Comments Comments were made about paid time off benefits. Board was asked if it was proper for the public to be asking questions during the meeting when they weren’t scheduled to speak? Zoning Administrator Matt Pitt reviewed the following zoning requests: * A rezoning of approximately 4 acres from A-1 Agricultural to R-1 Rural Residential on property located in part of the SE SW of Section 22-79-45. Requestor: Shari McFerrin * A rezoning of approximately 4 acres from A-1 Agricultural to R-1 Rural Residential on property located in part of the SW SE of Section 17-78-41 (parcels A & B). Requestor: Carol Plambeck * A rezoning of approximately 6 acres from A-1 Agricultural to R-1 Rural Residential on property located in part of the NW NW of Section 17-78-41. Requestor: Randy Zacharias * A rezoning of approximately 5.27 acres from A-1 Agricultural to R-1 Rural Residential on property located in part of the SE SW and NE NW of Section 21-81-41. Requestor: Richard Hein * A rezoning of approximately 2 acres from A-1 Agricultural to R-1 Rural Residential on property located in part of the NE NE of Section 26-79-41. Conservation Annual Report Scott Nelson and Thad Pothast reviewed conservation’s annual report for FY24 with the Board. They hired Brock Leaders for Thad’s job as natural resource tech and weed commissioner. County Attorney At the last board meeting, County Attorney Sarah Delanty had reviewed duties within the office. Ms Delanty would like the Board to approve new salary rates for Allison Conant at $28.80/hour and Shirley Conant at $22.00/hour. Motion to approve by Rife, second by Straight. Motion carried. Comments Rife requested the Melody Oaks Trail petition be placed on the next Board agenda. Straight also requested the Melody Oaks Trail petition be placed on the next Board agenda.
