Harrison County Supervisors Meeting October 16, 2025 Chairman Brian Rife called the meeting to order at 9:00 am in the Boardroom with members Tony Smith and Rebecca Wilkerson in attendance. The motion to approve the tentative agenda was made by Wilkerson, second by Smith. Motion carried. Motion to approve minutes from October 9th by Smith, second by Wilkerson. Motion carried. Attendance: Auditor Megan Reffett, Paul Rhoten, Kevin Taylor, Lori White, Barrett White, Mitch Flaherty, Brock Leaders, Brad Doyle, Marilyn J. Mentzer, Sarah Delanty County Engineer Updates Engineer Rasmussen gave updates on projects that are wrapping up. He also advised the board that he is looking to purchase a new excavator. Chairman Rife advised that the Harrison County Landfill is looking to purchase an excavator and may be interested in our old one. Resolution 07-1025-SR Secondary Roads Use of Harrison County UEI Number RESOLUTION 07-1025-SR WHEREAS, All Harrison County Secondary Roads Department requests to use the Harrison County UEI # FYC7K5F1RKV9. This allows the Harrison County Secondary Roads Department to file any FEMA related documents with the Department of Homeland Security. WHEREAS, The Harrison County Board of Supervisors approves the use to UEI # FYC7K5F1RKV9 and assumes all risk involved. NOW, THEREFORE, BE IT RESOLVED, that the Board of Supervisors of Harrison County Iowa, on this 16th day of October, 2025, approve the use of UEI # FYC7K5F1RKV9 and assumes all risk involved for the Harrison County Secondary Roads Department. Rife Aye. 2025 Weed Commissioners Report County Weed Commissioner Brock Leaders presented the Board with the 2025 Weed Commissioners Report that will be submitted to the state. Discussion on what weeds are included on the list and how to add additional weeds to the list. Motion to approve by Smith, second by Wilkerson. Motion carried. Appointment of 2026 Weed Commissioner Weed Commissioner Brock Leader requested reappointment as the Weed Commissioner for 2026 for Harrison County. Motion to approve by Wilkerson, second by Smith. Motion carried. Lucky Wife Wine Slushies Motion to approve liquor license for Lucky Wife Wine Slushies by Smith, second by Wilkerson. Motion carried. Handwritten Warrant to US Bank Motion to approve the handwritten warrant to US Bank in the amount of $9,886.14 by Wilkerson, second by Smith. Motion carried. Comments Brad Doyle – Comments on agenda items. Kevin Taylor – Comments on agenda items. Lori White – Comments on the State Auditors report and request to have further discussion. Marilyn Jo Mentzer – Comments on requested changes in the County. Brian Rife and Tony Smith – Gave updates on drainage districts. Rebecca Wilkerson – Comments regarding the County’s policy on RFPs.
