Harrison County Supervisors Meeting October 2, 2025 Chairman Brian Rife called the meeting to order at 9:00 am in the Boardroom with members Tony Smith and Rebecca Wilkerson in attendance. The motion to approve the tentative agenda moving the ISAC Tech Team Assessment first was made by Smith, second by Wilkerson. Motion carried. Motion to approve minutes from September 25th by Smith, second by Wilkerson. Motion carried. Attendance: Auditor Megan Reffett, Paul Rhoten, John Rasmussen, Brad Doyle, Mari Jo Mentzer, Shelia Phillips, Taryn Wegner, Todd Denton, Lacey Ardery, Sarah Delanty ISAC Tech Team Assessment ISAC IT Manager Joel Rohne gave the Board an update on the proposed Tech Team Assessment that the Courthouse IT Coordinator is requesting. ISAC officials and officials from other Counties will come in and assess the current IT position that the County is in and give recommendations on how to better the County’s technology usage. The Board agreed given the changes in cybersecurity in recent years this was a need for Harrison County. Motion to approve the agreement with ICIT by Wilkerson, second by Smith. Motion carried. County Engineer Update Engineer Rasmussen gave updates on the patchwork project that was to begin this week. Smith asked for information regarding the roads around the Woodbine Golf Course. The residents are requesting to have the roads taken over by the County and possibly using a special assessment district to fund replacement. Handwritten Warrant to US Bank The Board reviewed the handwritten warrant to US Bank. Motion to approve the handwritten warrant in the amount of $11,775.87 by Wilkerson, second by Smith. Motion carried. Payout for Dave Sims Motion to approve a payout in the amount of $318.19 to Dave Sims by Smith, second by Wilkerson. Motion carried. Payout for Karen Iversen Discussion on the payout for hours worked and not personal or vacation leave hours was held. The decision not to pay for personal or vacation hours was made because there was no notice given at the time of resignation. Public Health policies required that 30-day notice be given to receive a payout for unused time. Motion to pay Karen Iversen $306.17 for 8.5 hours worked by Smith, second by Wilkerson. Motion carried. Juvenile Court Services Office Auditor Megan Reffett presented the Board with a request from the Juvenile Court Services to prepare for the end of our lease at the current office space in Shelby County. The current space is increasing in rent each year and the condition of the building is declining. The Chief Juvenile Court Officer has found a new location that would be able to accommodate all of the needs but would require a 5 – 6-month remodel. The board agreed to move forward with the new location and negotiate pricing and contract terms along with the other 3 Counties. Motion to allow Auditor Reffett to move forward with the process while keeping Supervisor Wilkerson informed by Rife, second by Smith. Motion carried. Comment Shelia Phillips- Gave comments on last week’s comments regarding the lawsuit against the Harrison County Treasurer and explained it was part of the property abandonment process.
