Harrison County Supervisors Meeting October 22, 2024 Board members Brian Rife and John Straight attended the candidate forum in Missouri Valley. No discussion or action was taken by the Board. ATTEST: Susan Bonham, Auditor Brian Rife, Chairman Pro-tem October 24, 2024 Chairman Tony Smith called the meeting to order with members Brian Rife and John Straight in attendance. The tentative agenda was approved on a motion by Straight, second by Rife. Motion carried. Previous minutes were approved on a motion by Rife, second by Straight. Motion carried. Attendance: Auditor Susan Bonham, Jack Jones, Rebecca Wilkerson, Michele Stirtz, Lindsay Wilson. Bank Reconciliations Treasurer Shelia Phillips presented July and September bank reconciliations for auto and August bank reconciliations for tax for the Board to review. Treasurer Phillips informed the Board that they will be adding another day (Tuesdays) for drive tests (drivers license) as there has been an uptick in the number of requests. Property Tax Abatements Treasurer Phillips presented property tax abatements from the State of Iowa on receipts 07116, 07117, 13625, and 13624 in the total amount of $12.00. Motion to approve the abatements on a motion by Straight, second by Rife. Motion carried. The Board approved an abatement of property taxes, drainage assessments, special assessments and penalty/interest for the property at 315 S 2nd Street in Missouri Valley as directed by a recent court filing. Motion to approve by Rife, second by Straight. Motion carried. Employee Payout Jailer Tina Fagan presented an employee payout for Sam Beck in the amount of $2,775.99. Rife made the motion to approve the hours for payout, second by Straight. Motion carried. HVAC Proposal Auditor Susan Bonham presented a proposal from Control Services for a replacement HVAC unit in the amount of $8,959. Motion to approve by Straight, second by Rife. Motion carried. Risk Manager Position The Board reviewed the revised job description for a risk manager. Motion to approve was made by Straight, second by Rife. Motion carried. Motion to approve the posting of the position internally until Thursday, Nov 7th was made by Rife, second by Straight. Salary will be based upon experience. Engineer County Engineer Steve Struble met with the Board for project updates and department activities. Fall 2024 Asphalt Patching – Contractor has completed the asphalt repairs in various locations. Laredo Avenue Bridge – repairs to wing tieback, anchor – Crews completed this repair of the Allen #3 bridge last week and moved on to other work this week. They completed working on the twin culverts on Madrid to repair the damage on the outlet side. Engineer Struble has received a couple of applications in response to the advertisement of two truck driver positions. Applications will be accepted until Tuesday, November 12th. Member Rife discussed the dusty road conditions and how it is affecting livestock according to his discussions with an area veterinarian. Rife suggested not blading roads where livestock is present. Engineer Struble will continue to work on trouble areas and will “do what we can” in other areas. Family Crisis Center Lindsay Wilson and Kelsey Van De Berg met with the Board to request a contribution of $2,800 in the County’s fiscal 2026 budget. Last year, FCC served 55 citizens with in-person advocacy services and answered 11 crisis line calls within Harrison County County Attorney Sarah Delanty supported this group’s services involving victims. The Board will work it in the budget next year. Claims Claims, as presented, were stamped for approval. Comments Scott Nelson informed the Board that Mike Weis and Jonah Quick have submitted their resignations from the Conservation Department. Michelle Stirtz and Jack Jones made comments regarding services of Family Crisis Center. Rebecca Wilkerson made a comment on health insurance. With business of the day completed, the Board adjourned on a motion by Rife, second by Smith. Motion carried.
