NOTICE OF PUBLIC HEARING City of Dunlap, Iowa Wastewater Treatment Facility Improvements PUBLIC NOTICE is hereby given that the City of Dunlap will hold a Public Hearing on the proposed Plans and Specifications, form of Contract, and Estimate of Cost for the procurement of work incidental thereto on a project described in general as “Dunlap, Iowa, Wastewater Treatment Facility Improvements” hereinafter described in accordance with the provisions of Chapter 26, Code of Iowa, at 7:00 P.M. on the 14th day of October, 2026 at the Council Chambers, 716 Iowa Avenue, Dunlap, IA, 51529. At the hearing, the Owner will receive and consider any objections made by any interested party, to the Specifications, proposed form of Contract, and the Estimate of Cost for the project. At said hearing, any interested person may appear and file objections thereto or to the cost of the proposed improvements. The extent of work on this proposed project is the furnishing of all labor, equipment, and materials for the construction of the improvements at the Dunlap WWTP on the southeast side of Dunlap, Iowa which consist of: 1. Sludge removal and disposal from the primary and secondary lagoon cells 2. Demolition of existing control structures, piping, and appurtenances 3. Major site grading to convert the existing secondary lagoon to a 2-cell aerated lagoon and quiescent cell with a total depth of 10-feet and operating depth of 8-feet. 4. Installation of a new synthetic liner for the 2-cell aerated lagoon and quiescent cells including synthetic liner appurtenances and a baffle curtain as specified in contract documents. 5. New aeration system including piping and appurtenances, blowers, and controls 6. Construction of a new ultraviolet (UV) disinfection system 7. Construction of a new Pre-Engineered Metal Building (PEMB) and associated electrical, mechanical, and plumbing components 8. Installation of a new standby generator and associated electrical controls 9. New 8-inch diameter sanitary sewer force main, 12-inch and 8-inch diameter sanitary sewer gravity main, sanitary sewer manholes, and related appurtenances 10. Site dewatering as required for construction 11.Site grading, gravel paving, piping, seeding, restoration, and other miscellaneous work 12. All other work as specified by the contract documents HCTR 9-30-26
