Public Notice Antidegradation Alternatives Analysis for the City of Woodbine, Iowa Notice Date: July 1, 2026 Notice is hereby given that the City of Woodbine, Iowa has completed a draft Antidegradation Alternatives Analysis for discharge of treated wastewater to the Boyer River, which is tributary to the Missouri River. The action being considered is to upgrade the existing controlled discharge lagoon wastewater treatment facility to treat for higher levels of ammonia nitrogen and chloride by installing an aerated lagoon system with an effluent diffuser. The Boyer River is protected for Class A1 primary contact recreational use and B(WW-1) warm water beneficial uses. Anyone wishing to comment on the proposed treatment alternative must do so in writing within 30 days of the date shown at the top of this notice. Comments may be submitted to the City Administrator by hand delivery or mail at City Hall, 517 Walker Street, Woodbine, IA 51579, or via e-mail at lkoch@woodbineia.com. Copies of this notice, the draft Antidegradation Alternatives Analysis, and supporting information are on file and available for public inspection from 8:00 AM to 4:00 PM Monday through Friday at the above address. Copies of this information may be requested by contacting the City Administrator at 712-647-2550 or at the above email address. After the public comment period, the City will compile all written comments and prepare responses. The written comments, responses, and the final Antidegradation Alternatives Analysis will be submitted to the Iowa Department of Natural Resources for review and approval. HCTR 7-1-26
