REGULAR CALLED CITY COUNCIL MEETING Thursday, November 13th, 2025 – 6:30 P.M. Council Chambers – Woodbine, IA The regular council meeting of the City of Woodbine, Iowa was held pursuant to law on the above date and hour. Mayor Rob Cogdill called the meeting to order with the following members present: LENNING, MANN, POORE & BANTAM. KERGER was absent. Mayor Cogdill led the pledge of allegiance. Motion Mann/Bantam to approve the agenda, with the correction of removing Item #8, the swearing in of elected council member. Ayes: 4, Motion carried. Motion Poore/Mann to approve the following items on the consent agenda: a) approve and waive the reading of the minutes for 10/8/2025, b) approve the bills/receipts as presented, c) approve Cash & Investment reports – October 2025, d) approve Budget Report - October 2025. Ayes: 4, Motion carried. Mayor Report: Cogdill congratulated the WCSD football team on making it to the state chamionship game next Thursday, Nov 20th and stated the City offices will be closed for that game. He congratulated all who won in the Nov. 4th election and thanked everyone who voted. Cogdill suggested that he, the new council, city staff and possibly others set a date for a planning meeting to set prorities for projects over the next several years. Citizen Input – None Motion Mann/Poore to proceed with the Girl Scout proposed planting of 6 trees with further discussion on the proper species and location of the trees before being planted. Ayes: 4, Motion carried. Motion Bantam/Mann to approve Resolution #2025-22 approving amended Development Agreement with Rose Court LLC. Ayes: 4, Motion carried. Motion Poore/Bantam to approve the Annual Financial Report for FY24-25. Ayes: 4, Motion carried. Motion Lenning/Bantam to approve 12-1-2025 TIF Certifications. Ayes: 4, Motion carried. Discussion on damages to 5th St resulted in a consesus of council to set a planning meeting for November 25th to plan how the repairs to 5th St will coincide with the larger Street Scape project. No Action Taken. Motion Poore/Lenning to approve of Public Works Director Androy listing the old street sweeper for sale on Purple Wave. Ayes: 4, Motion carried. City Administrator Koch informed council she has receive the final draft of our ordinances from Iowa Codification and will get it to council once she has reviewed the 400 plus pages. Public Works Director Androy reported the new street sweeper is working great. He continues to swap old gas meters and his department is gearing up for winter. Police Chief Jensen reported the decals for the Tahoe have been ordered. Library Director Doyel presented the council with the library’s budget, statistics and a calandar of events. She said 2 new part time youth librarians have been hired, she is fundraising for revitilization of the interior of the library. The library received a grant for an AED machine, which will be delivered and another grant from the Carniegie Library Organization for $10,000 which they will receive in January 2026.
