REGULAR CALLED CITY COUNCIL MEETING Tuesday, March 11th, 2025 – 6:32 P.M. Council Chambers – Woodbine, IA The regular council meeting of the City of Woodbine, Iowa was held pursuant to law on the above date and hour. City Administrator Lisa Koch called the meeting to order with the following members present: LENNING, MANN, & BANTAM. Koch led the pledge of allegiance. Motion Mann/Bantam to approve the agenda, with the removal of Item #7. Ayes: 3, Motion carried. Motion Lenning/Bantam to approve the following items on the consent agenda: a) approve and waive the reading of the minutes for 2/12/2025, b) approve the bills/receipts as presented, c) approve Cash & Investment reports -Feb. 2025, d) approve Budget Report - Feb. 2025. Ayes: 3, Motion carried. Mayor Report: None Citizen Input – None Motion Bantam/Mann to approve Resolution #2025-4 giving notice to fill Council vacancies by appointment. Ayes: 3, Motion carried. Motion Mann/Bantam to approve Resolution #2025-5 setting Public Hearing for April 8th, 2025 at 6:30pm for budget Amendment #2 for FY 24-25. Ayes: 3, Motion carried. Motion Mann/Lenning to approve Resolution #2025-6 establishing the Industrial Park as a No Parking Anytime Zone effective May 1st, 2025. Ayes: 3, Motion carried. Discussion and consensus was reached to prepare an easement to FoodLand. Motion Mann/Bantam to accept Woodbine Municipal Light & Power Budget for FY 25-26. Ayes: 3, Motion carried. Reviewed the cities’ proposed FY25-26 Budget and consensus was to move forward with finalizing the budget as presented. Motion Mann/Bantam to move the April City Council Meeting to April 8th. Ayes: 3, Motion carried. Moving the June meeting was tabled until the April meeting. City Administrator Koch informed council that the Main Street Annual Meeting/Dinner is March 21st, Council will have a special Meeting March 20th to approve the levy, the FY23-24 audit probably won’t be completed by March 31st so we had granted the state an extension and that there have been 13 signed purchase agreement received for lots in Harvest Hills. Public Works Director Androy had nothing to report. Police Chief Jensen reported that an arrest had been made in the 1989 cold case of a missing Woodbine woman.
