REGULAR CALLED CITY COUNCIL MEETING Wednesday, April 8th, 2026 – 6:30 P.M. Council Chambers – Woodbine, IA The regular council meeting of the City of Woodbine, Iowa was held pursuant to law on the above date and hour. Mayor Rob Cogdill called the meeting to order with the following members present: LENNING, POORE, BANTAM, & MANN. SNEED was absent. Mayor Cogdill led the pledge of allegiance. Motion Mann/Bantam to approve the agenda. Ayes: 4, Motion carried. Motion Poore/Mann to approve the following items on the consent agenda: a) approve and waive the reading of the minutes for 3/4/2026, 3/11/2026, 3/18/2026, & 3/23/2026, b) approve the bills/receipts as presented, c) approve Cash & Investment reports – March 2026, d) approve Budget Report - March 2026, approve Liquor License for LaChoza. Ayes: 4, Motion carried. Public Hearing on FY 26-27 Budget opened at 6:35pm. No oral or written comments were presented. Public hearing closed at 6:35pm. Mayor Report: Cogdill stated he was very pleased to see so many from the community supporting the Fire Dept. at their fish fry on April 3rd. Citizen Input – Jim Reisz, with Municipal Light & Power, reported Windstream has until May 1st to remove their communication lines from the downtown area. Motion Mann/Bantam to approve appointing Randy Coenen to Woodbine Municipal Light & Power Board to replace Kert Barnum. Ayes: 4, Motion carried. Motion Poore/Lenning to accept Woodbine Municipal Light & Power Budget for FY 26-27. Ayes: 4, Motion carried. Consensus was reached to table the request from Kathleen Liddell for two lots in Harvest Hills Phase II lot giveaway program until the next regular council meeting on May 13th, 2026. No action taken Motion Poore/Bantam to grant a 100%-3 year Tax Abatement to FoodLand. Ayes: 4, Motion carried Motion Bantam/Mann to approve Resolution #2026-6 adopting FY26-27 Budget. Ayes: 4, Motion carried. Motion Poore/Lenning to approve Resolution 2026-7 setting the Public Hearing for FY25-26 Budget Amendment #1 for May 13th regular council meeting. Ayes: 4, Motion carried. Motion Lenning/Poore to approve annual insurance renewal with EMC effective 4-1-2026. Ayes: 4, Motion carried. Motion Poore/Bantam to approve Union Contract for July 1, 2026 to June 30, 2029 pending review of final contract by City Administrator. Ayes: 4, Motion carried. Motion Mann/Lenning to renew CD #4414 at Farmer’s Bank & Savings Trust for 6 months at 3.34%. Ayes: 4, Motion carried. City Administrator Koch informed council she & Toni will be out of the office 4-15-2026 thru 4-17-2026 for training. She is able to resume work on the codification process and we have received around 100 LMI Surveys back but sent out close to 700 so we need to work on getting more turned in. Public Works Director Androy reported he will begin patching streets when the weather warms up and street signs for Bill Hutcheson Blvd have been ordered. Police Chief Jensen reported he has been working with the Harrison County Humane Society on the catch & release program and is finished for this year. He has also posted temporary No Parking signs on both sides of 8th Street north of the soccer fields to remind everyone it is a no parking area. Library Director Doyle presented the 3rd Quarter Report on the various functions of the library. She also reported she is still working on obtaining another estimate on the basement wall repairs.
