REGULAR CALLED CITY COUNCIL MEETING Wednesday, August 13th, 2025 – 6:30 P.M. Council Chambers – Woodbine, IA The regular council meeting of the City of Woodbine, Iowa was held pursuant to law on the above date and hour. Mayor Rob Cogdill called the meeting to order with the following members present: LENNING, MANN, KERGER, POORE & BANTAM. Mayor Cogdill led the pledge of allegiance. Motion Mann/Bantam to approve the agenda. Ayes: 5, Motion carried. Motion Lenning/Poore to approve the following items on the consent agenda: a) approve and waive the reading of the minutes for 7/9/2025, b) approve the bills/receipts as presented, c) approve Cash & Investment reports – July 2025, d) approve Budget Report - July 2025, e) approve outdoor liquor license for Corn Palace for Applefest. Ayes: 4, Kerger Abstained, Motion carried. Mayor Report: The mayor hoped everyone got to go to the final baseball game of the season with fireworks. He hopes we can do it every year. The alfalfa in Harvest Hills has been mowed. Reminder the next election, is in November, when 3 council seats and the mayor will be voted on. Citizen Input – None Motion Mann/Lenning to extend the Rose Court TIF agreement for 2 years. Ayes: 4, Kerger voted No, Motion carried. Motion Bantam/Lenning to approve the purchase of a new street sweeper on a 7-year payment plan. Ayes: 5, Motion carried. Motion Bantam/Mann to approve the purchase of a new Police vehicle. Ayes: 5, Motion carried. Motion Bantam/Poore to approve amended Salary Resolution 2025-17 to add Emily Fitzgibbon as the Main Street employee effective 7-1-2025 adding that the council would like updates from Emily at least quarterly. Ayes: 4, Kerger voted No. Motion carried. Motion Kerger/Poore to approve Resolution #2025-18 renewing the 28E agreement with school for a School Resource Officer (SRO). Ayes: 5, Motion carried. Motion Poore/Bantam to approve renaming Orchard Dr in honor of Bill Hutchinson, with the official name of the street being determined by the Hutchinson family. Ayes: 5, Motion carried. Motion Mann/Lenning to authorize the Fire Dept. to participate in the Iowa Firefighters Assoc. new Length of Service Award Program (LOSAP). Ayes: 5, Motion carried. Motion Lenning/Mann to approve moving forward on the Streetscape project with more research being done on the amount of brick needed to maintain the Historic Designation. Ayes: 4, Kerger voted No. Motion carried. City Administrator Koch informed council that state auditors will be here Monday, August 18, 2025 to begin our FY24-25 audit and the audit will take 2 weeks. Papers to run in the fall election for 3 Council seats and the mayor’s position can be taken out August 25th and need to be filed with the County Auditor by September 18th. Public Works Director Androy had nothing to report. Police Chief Jensen wanted to remind everyone school is starting soon, the annual CREW Center Glow Run will be August 21st, the fundraiser for Rod Smith will be September 14th, and Applefest will be September 27th.
