REGULAR CALLED CITY COUNCIL MEETING Wednesday, December 10th, 2025 – 6:30 P.M. Council Chambers – Woodbine, IA The regular council meeting of the City of Woodbine, Iowa was held pursuant to law on the above date and hour. Mayor Rob Cogdill called the meeting to order with the following members present: LENNING, POORE, BANTAM & KERGER. MANN was absent Mayor Cogdill led the pledge of allegiance. Motion Bantam/Poore to approve the agenda. Ayes: 4, Motion carried. Motion Lenning/Bantam to approve the following items on the consent agenda: a) approve and waive the reading of the minutes for 11/13/2025 & 11/25/2025, b) approve the bills/receipts as presented, c) approve Cash & Investment reports – November 2025, d) approve Budget Report - November 2025. Ayes: 4, Motion carried. Mayor Report: Cogdill met with Foodland and contractors regarding Foodlands sidewalk and 5th Street. The city will obtain an estimate in the spring of 2026 for the work that needs to be done. Citizen Input – Jim Reisz, with Woodbine Municipal, is still continuing to work with Windstream to bury all of their lines and remove the remaining poles. Oath of office was administered to Rob Cogdill, Mayor, and council members Chris Lenning, Jeremy Poore & Sherry Sneed. Motion Poore/Bantam to approve Resolution #2025-23 setting a Public Hearing for January 14th, 2026 at 6:30pm for an easement for Foodland. Ayes: 4, Motion carried. Motion Poore/Kerger to approve the estimate to purchase tablets, adding cases, for council to begin using electronic meeting packets. Ayes: 4, Motion carried. Motion Kerger/Poore to check with Emily Fitzgibbons, at Mainstreet, regarding maintaining social media for the city. Ayes: 4, Motion carried. Motion Poore/Kerger to approve amending the City Personnel Policy to increase the vacation hours that can be carried from 120 to 160 and allow Androy to carry his unused vacation, over 160, an additional 3 months then revisit at the March meeting to consider paying out what he doesn’t get used & would lose. Ayes: 4, Motion carried. Consensus was reached to schedule a Council Planning Session for January 2nd, 2026 at 10am in the council chambers. City Administrator Koch informed council she will be out of the office a lot for the rest of December but council is always free to call her. She is also still working on codification. Public Works Director Androy reported the annual gas survey is starting soon and the City of Waukee is selling their gas meters at a reduced price so he is looking at buying several of those. Police Chief Jensen reported he has been talking to Barbie Shafer about keeping the can collection site, in the alley behind Walker St, cleaned up. Motion Poore/Lenning to adjourn at 7:46pm.
