REGULAR CALLED CITY COUNCIL MEETING Wednesday, December 11th, 2024 – 6:30 P.M. Council Chambers – Woodbine, IA The regular council meeting of the City of Woodbine, Iowa was held pursuant to law on the above date and hour. Mayor Pro Tem Vandemark called the meeting to order with the following members present: LENNING, GAU, MANN, BANTAM, & VANDEMARK. Mayor Cogdill was absent. Mayor Pro Tem Vandemark led the pledge of allegiance. Motion Mann/Gau to remove item #10, discussion on airport inspection, from the agenda. Ayes: 5, Motion carried. Motion Gau/Mann to approve the agenda. Ayes: 5 Motion carried. Motion Mann/Bantam to approve the following items on the consent agenda: a) approve and waive the reading of the minutes for 11/13/2024, b) approve the bills/receipts as presented, c) approve Cash & Investment reports -Nov. 2024, d) approve Budget Report - Nov. 2024, e) approve GAX#30 - Harvest Hills CDBG. Ayes: 5 Motion carried. Mayor Report: Mayor Pro Tem voiced concern regarding the culvert at 1st St and Park, wondering if a guard rail could be installed. Citizen Input – Gail Walker voiced his concerns with the new garbage service. Motion Gau/Mann to re-appoint John Kerger to the Harrison County Landfill Commission. Ayes: 5, Motion carried. IGNITE ag students presented their annual update on the Woodbine Community School Districts farm land lease program. Motion Mann/Bantam to waive the 2nd & 3rd readings of ordinance amendment #2024-11-2 amending Solid Waste ordinance Title VIII-Solid Waste Control – Chapter 1 & Chapter 2. Ayes: 3, Nayes 2 (Gau & Vandemark), Motion failed. Motion Mann/Bantam to approve the 1st reading of ordinance amendment #2024-11-2 amending Solid Waste ordinance Title VIII-Solid Waste Control – Chapter 1 & Chapter 2. Ayes: 3, Nayes 2 (Gau & Vandemark). Motion carried. Motion Gau/Mann to invest $100,000.00 Fire Dept. Township funds with IPAIT. Ayes: 5, Motion carried. Motion Gau/Lenning to approve hiring Justin Hockenberry with Cambridge Law Firm, Atlantic, IA. for nuisance abatement. Ayes: 5, Motion carried. Motion Mann/Lenning to approve Resolution #2024-47 establishing a fee schedule for nuisance abatements. Ayes: 5, Motion carried. City Administrator Koch reported that residents who received letters regarding tree trimming have until December 15th to complete the trimming. After that date the City will trim, or hire someone to trim, the trees and bill the residents. Motion Gau/Mann to adjourn at 7:05pm. Ayes 5 Motion carried. MVTN 12-18-24
