REGULAR CALLED CITY COUNCIL MEETING Wednesday, February 12th, 2025 – 6:30 P.M. Council Chambers – Woodbine, IA The regular council meeting of the City of Woodbine, Iowa was held pursuant to law on the above date and hour. Mayor Cogdill called the meeting to order with the following members present: LENNING, GAU, MANN, & BANTAM. VANDEMARK was absent. Mayor Cogdill led the pledge of allegiance. Motion Mann/Gau to approve the agenda. Ayes: 4, Motion carried. Motion Gau/Bantam to approve the following items on the consent agenda: a) approve and waive the reading of the minutes for 1/15/2025, b) approve the bills/receipts as presented, c) approve Cash & Investment reports -Jan. 2025, d) approve Budget Report - Jan. 2025, e) approve liquor license renewal for Dollar General, f) approve GAX#32, GAX#33 & GAX#34-Harvest Hills CDBG. Ayes: 4, Motion carried. Public Hearing on Budget Amendment #1 FY24-25 opened at 6:33pm. No written or oral objections were received. Public hearing closed at 6:35pm. Mayor Report: None Citizen Input – Becky Caldwell spoke regarding the recent water main break. Referred her to Woodbine Municipal Utilities. Motion Bantam/Lenning to approve keeping the Main Street Pledge at $10,000 until we see how budget works out and to cover FICA & IPERS, with Main Street reimbursing wages, for the new employee. Ayes: 4, Motion carried. Johanna Pothast gave an update on the progress of her veterinarian business. She hopes to open in the spring of 2026 but no later than the fall of 2026. She also passed around a rendition of the proposed layout. Motion Lenning/Gau to approve Resolution #2025-2 approving Budget Amendment #1 for FY24-25. Ayes: 4, Motion carried. Andrea Feller gave a PowerPoint presentation on the Regional Performing Arts Center and how they are raising funds through grants and will need a letter of support and an agreement for an in-kind commitment from the City. Jessica Allen discussed the economic impact and that there will be no property tax increase or bond issued. Finally Alicia Makey reported they are researching grants, the Center would be located on the current soccer fields and showed a rendering that includes an outdoor amphitheater. Motion Bantam/Lenning to approve providing a Letter of Support and In-Kind Pledge to the Regional Performing Arts Center. Ayes: 3, Gau voted No. Motion carried. Discussion and consensus was reached that beginning May 1st, 2025 there will be NO PARKING allowed anytime in the Industrial Park and a Resolution will be brought to council for approval. Discussion and possible motion on parking on city streets was tabled for the time being. Discussion took place on the FY25-26 Budget. Motion Gau/Mann to approve Resolution #2025-3 setting the Public Hearing for March 20th, 2025 at 7am for Proposed Property Tax Levy Rate for FY 25-26. Ayes: 4, Motion carried. City Administrator Koch informed council that attorney Hockenberry will be sending the demand letter to 309 Ely this week. Motion Bantam/Lenning to enter closed session, at 9:25pm, per IA Code 21.5(1)(j) to discuss the purchase of particular real estate only where premature disclosure could be reasonably expected to increase the price the governmental body would have to pay for that property. Ayes 4, Motion carried. Returned to open session at 9:44pm with no action taken in closed session. Motion Gau/Bantam to adjourn at 9:45pm. Ayes 4, Motion carried. MVTN 2-19-25
