REGULAR CALLED CITY COUNCIL MEETING Wednesday, January 15th, 2025 – 6:33 P.M. Council Chambers – Woodbine, IA The regular council meeting of the City of Woodbine, Iowa was held pursuant to law on the above date and hour. Mayor Cogdill called the meeting to order with the following members present: LENNING, GAU, MANN, BANTAM, & VANDEMARK. Mayor Cogdill led the pledge of allegiance. Motion Mann/Gau to approve the agenda. Ayes: 5, Motion carried. Motion Mann/Bantam to approve the following items on the consent agenda: a) approve and waive the reading of the minutes for 12/11/2024, 12/13/2024 & 12/16/2024 b) approve the bills/receipts as presented, c) approve Cash & Investment reports -Dec. 2024, d) approve Budget Report - Dec. 2024, e) approve liquor license renewal for FoodLand and Good Fellows, f) approve GAX#31-Harvest Hills CDBG. Ayes: 5, Motion carried. Mayor Report: None Citizen Input – Larry Oliver spoke regarding the confusion on the City Utility Bill, due in January, containing the first charge for garbage service. A short explanation was given. It was suggested that a posting on FB with a clarification of the dates on the bill be put out. Chris Polley presented Wes Zimmerman’s proposed building plans for 2 duplexes on 2 lots (total of 4 homes) and 2 single family homes on 2 more lots. Consensus was reached by the council for them to move forward in the building process. Motion Gau/Lenning to approve renewal of CREW Center Corporate Membership. Ayes: 5, Motion carried. Motion Gau/Vandemark to waive the 2nd & 3rd readings of Ordinance #2025-1-15 establishing Chapter 13 under Title II – Administration to allow qualifying unpaid or past due debts to be submitted to the Income Setoff program for collection. Ayes: 5, Motion carried. Motion Mann/Bantam to adopt Ordinance #2025-1-15 establishing Chapter 13 under Title II – Administration to allow qualifying unpaid or past due debts to be submitted to the Income Setoff program for collection. Ayes: 5, Motion carried. Discussion on FY 25-26 Budget took place explaining the different Dept. Head requests. No Action Motion Vandemark/Lenning to approve Resolution #2025-1 setting Public Hearing for Feb. 12th, 2025 at 6:30pm for Budget Amendment #1 for FY24-25. Ayes: 5 Motion carried. City Administrator Koch reported Keith Mann has reviewed several previous months bank reconciliations and suggested another council person review the next few months. Mayor Cogdill agreed to review the reconciliations. Koch also reported the Police Dept. has begun issuing parking tickets for the odd/even parking restrictions in effect until April 1st, 2025 and that the City has begun trimming trees if not trimmed by the property owner. Public Works Director Androy reported they are working on equipment, his employees are working on OQ’s and that snow removal went well with a 3rd employee. Police Chief Jensen reported they are working on 2 multi-jurisdictional investigations and other investigations he couldn’t speak on. Library Director Doyel presented the Quarterly Statistical Report for the library. Motion Bantam/Mann to adjourn at 8:14pm. Ayes 5 Motion carried. MVTN 1-22-25
